Organizational Setting

The FAO Representation in Bangladesh is responsible for leading FAO's response to regional priorities for food security, agriculture and rural development through the identification, planning, and implementation of FAO's priority activities in the country. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in Bangladesh and, in collaboration with Regional Office Asia and Pacific and the departments and divisions at Headquarters, develops, promotes and oversees FAO's strategic response to the country priorities. The representation also supports the regional office in the incorporation of regional priorities into the Organization's Programme of Work and Budget and implements approved programmes and projects in the country, monitors the level of programme implementation and draws attention to problems and deficiencies. The office also develops and maintains relations with Government of Bangladesh, UN agencies, the resource partners and other development institution at the country level.

Food and Agriculture Organization of the United Nations in Bangladesh has been providing Technical Assistance (TA) to the Government of Bangladesh through several projects have components of livestock production. FAO Bangladesh has been planning to provide TA to the implementation of Livestock and Dairy Development Project (TA-LDDP) of the Department of Livestock Services (DLS), Ministry of Fisheries and Livestock. FAO Bangladesh will recruit a National Livestock Value Chain Specialist for the upcoming UTF project with LDDP.

Reporting Lines

The National Livestock Value Chain Specialist is an SC 9 will work under the overall supervision of the FAO Representative in Bangladesh, and direct supervision of the Team Leader (Programme). The National Livestock Value Chain Specialist keeping close liaison with the Project Director and the Chief Technical Coordinator (CTC) of LDDP and other relevant project staff, the representative of partner organization of public, private or development organization or the field staff work for the implementation of project activities, and following technical supervision of the LTO and guidance of the AGAG will undertake the following:

Tasks and Responsibilities

  • Survey and interview a representative selection of livestock farmers in LDDP project areas to determine necessary economic and sector information;
  • Provide information on current distribution and density of cattle in the target areas;
  • Describe who the key cattle breeders are; for example, statistics such as farm size, production volumes, and other extensive information on producer entities;
  • Identify key companies involved in beef production, including for export, and companies who own beef slaughterhouses / cooling and storage houses.
  • Review marketing strategies that could promote livestock products (e.g. environmental branding, certification).
  • Identify key dairy products and associated production and storage facilities;
  • Provide support to setting up partnerships with key economic entities active in the livestock market in Bangladesh;
  • Brief analytical report summarizing necessary policies or regulations to promote sustainable livestock management in Bangladesh, including concrete new policies or regulations that might need to be adopted to promote sustainable livestock management
  • Draft a report on value chain analysis of livestock sector in of Bangladesh including both meat and dairy market sectors

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advanced degree in Livestock Economics/Animal Husbandry/Dairy Economics or other area that provides the necessary analytical and technical skills especially in agro-enterprise development.
  • A minimum of 15 years` practical experience and demonstrated knowledge and experience with small-medium scale farming technology and management practices and in agribusiness and value chain development.
  • Strong understanding of private sector-led approaches to livestock market systems development
  • Have command performance on local, regional and global market information and businesses, especially in livestock commodities
  • Proven experience in evidence based livestock policy and standard guideline development
  • Appropriate qualifications and/or experience in private sector development in agribusiness sectors and proven experience in extension program design and management.

Technical/Functional Skills

  • Willingness and ability to work in difficult environments, in often stressful time- critical situations;

  • Ability to solve problems, use initiative, and manage work under limited supervision;
  • Applicant have a working knowledge of English (written and verbal) and local dialect is preferred.
