Organizational Setting

FAO in collaboration with the government, UN-organizations and development partners began serving the host communities in building their livelihoods and skill development opportunities in Cox’s Bazar from October 2017. As continuation of the resilient livelihoods development intervention the Embassy of Kingdom of the Netherland (EKN) funded a Project titled ‘Strengthening of Market Linkages and Technical Capacity for Agricultural Groups to promote income generation in Cox’s Bazar’(OSRO/BGD/802/NET). The project will be promoting economic inclusion and strengthening local supply chains and markets, as well as development of private sector partnership across the sub-sectors of crop and livestock production.

The project contributes in improving households’ food security in introducing improved livestock production technologies and develop opportunities for host communities to economically benefit from the wider markets created due to Rohingya influx. In addition, the project continues FAO’s commitment to environmental rehabilitation and economic support for the local communities. The restoration of environmental balance to the targeted area is a core commitment in creating sustainable livelihoods.

Reporting Lines:

The National Livestock Specialist is a SC 09 position and he/she will work under the overall supervision and guidance of the FAO Head of Sub-Office, Cox’s Bazar, Bangladesh and the direct supervision of the National Livelihood Coordination Officer. The National Livestock Specialist will be responsible in enhancing livestock and poultry farming, strategies and support to the improved livestock and poultry production practices for the livestock farmers in increasing production as well as households’ income.

Technical Focus

The National Livestock Specialist will provide technical supports on livestock and poultry production to the project beneficiaries and implementing partners and stakeholders for a sustainable production and market systems approach. The incumbent will facilitate the activities for increasing livestock and poultry production, strengthen value chains, and improve households’ nutrition and income. S/he will be responsible to support small-scale poultry and goat farmers in producing safe meat production maintaining hygienic conditions at work place.

Tasks and responsibilities :

  • Provide technical assessment to map the gaps/challenges facing the livestock farmers, quality of production and linkages with the markets (to conduct the technical assessment,, the consultant will make reference to the FAO’s baseline report on resilience programme in Cox’s Bazar, resilience strategies, UN-led joint response plan (2019), UN-SDG, 7th five year plan of Government of Bangladesh, National livestock Policy, Master Plan for Southern Region of Bangladesh and FAO’s recent studies on livestock sector in Bangladesh and south Asian countries and other relevant strategic documents);
  • Develop a Livestock Sub-sector Strategy document for FAO Cox’s Bazar;
  • Elaborate an Implementation Plan for the Livestock Sub-sector Strategy based on available funds;
  • In coordination with the Emergency Programme Manager, develop proposals for the further development of the livestock sub-sector component of the Emergency Response Programme;
  • Elaborate activities appropriate to sectoral support at both individual household and farmer group levels;
  • For programme design, the National Consultant will undertake the following analysis: farmers’ adoption of the government introduced improved technologies i.e. artificial insemination, deworming, vaccination and improved breed; farmers’ engagement in practicing fodder cultivation and its contribution in households’ income; the potentiality of farmers’ access to global market through livestock food processing and export of quality products; data on farm level planning process for dairy and poultry production in order to determine the best ways to manage farm with the climatic impacts; farmers’ potentiality for livestock entrepreneurship, especially for the women; and livestock farm production data and provide a synthesis of the result with a forecast on cows, goat and poultry production trend and farmers’ adoption of technologies for resilience in livestock farming;
  • Identify sustainable improvements in productivity of milk, meat and egg production including processing and value addition;
  • Identify opportunities to strengthen private sector participation and investments in livestock production, livestock services, market development, and export of livestock products and by-products.
  • Develop a capacity building plan for Department of Livestock Services at the District and sub-district levels; and
  • Any other duties as instructed by Head of Sub-Office.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Master’s degree in Veterinary and Animal Sciences, Animal husbandry, Food Science and Technology or related field;
  • National of Bangladesh
  • Minimum of Seven (7) years of progressively responsible professional work experiences with the United Nations, international and national development organizations, or relevant government institutions on sustainable livestock and poultry production, animal health management, market linkage development and environmental conservation.

Technical/Functional Skills

  • Working knowledge of English is essential
    • Experiences in working for value-added livestock and poultry products, services, and recommendations to partners and stakeholders;
    • Knowledge in working for farm trials, demonstrations and research projects on climate adaptive livestock and poultry production technologies;
    • Proven track record of successful teamwork, good presentation/facilitation skills;
    • Excellent verbal and written communication skills in English and Bengali is required;
    • Ability to work independently and with minimum supervision;
    • Self-motivation, willingness to learn and strong work ethics in a multi-disciplinary team environment.
