Organizational Setting

The FAO Representation in Bangladesh is responsible for leading FAO's response to regional priorities for food security, agriculture and rural development through the identification, planning, and implementation of FAO's priority activities in the country. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in Bangladesh and, in collaboration with Regional Office Asia and Pacific and the departments and divisions at Headquarters, develops, promotes and oversees FAO's strategic response to the country priorities. The representation also supports the regional office in the incorporation of regional priorities into the Organization's Programme of Work and Budget and implements approved programmes and projects in the country, monitors the level of programme implementation and draws attention to problems and deficiencies. The office also develops and maintains relations with Government of Bangladesh, UN agencies, the resource partners and other development institution at the country level.

Food and Agriculture Organization of the United Nations in Bangladesh has been providing Technical Assistance (TA) to the Government of Bangladesh through several projects have components of livestock production. FAO Bangladesh has been planning to provide TA to the implementation of Livestock and Dairy Development Project (TA-LDDP) of the Department of Livestock Services (DLS), Ministry of Fisheries and Livestock. FAO Bangladesh will recruit a National Risk-based Inspection Specialist for the upcoming UTF project with LDDP.

Reporting Lines

The National Livestock Risk Management Specialist is an SC 9 position will work under the overall supervision of the FAO Representative in Bangladesh, and direct supervision of the Team Leader (Programme). The National Livestock Risk Management Specialist keeping close liaison with the Project Director and the Chief Technical Coordinator (CTC) of LDDP and other relevant project staff, the representative of partner organization of public, private or development organization or the field staff work for the implementation of project activities, and following technical supervision of the LTO and guidance of the AGAG will undertake the following:

Tasks and Responsibilities

  • Review of related policy and guidelines of local, regional and global origins, and draft of policies, guidelines and action plans for dairy and meat production in the country
  • Experience in drafting of policy, guidelines and action plans for livestock production considering local, regional and global pandemics, climate shocks and agro-ecological variations in biotic and abiotic problems and potentials will be given preference
  • Review the OIE PVS evaluation report 2011 and OIE-PVS Gap analysis report 2015, identify and incorporate additional actions where needed to address capacity needs to enhance animal production/extension services of the DLS. Prepare profiles for risks associated to climate change and livestock marketing, including market inefficiencies to supplement the OIE-PVS reports.
  • Lead, in collaboration with local consultants where, the review of existing Acts, regulations and policies to identify DLS roles and overlaps in enforcing acts and rules on animal slaughter, disease control, international trade and improving biosecurity along livestock value chains to enhance food safety and veterinary public health.
  • Develop protocols and manuals for ante mortem and post mortem examination of animals, inspection of slaughterhouses and dairy plants and laboratory support to QC along the livestock and food value chains
  • Draft a human capacity building plan taking the OIE-PVS reports as bases.
  • Provide guidance to the drafting of manuals by the national consultants on good animal husbandry practices and live animal transportation and marketing.
  • Lead identification of a list of next steps for capacity building and process for strategic, risk-based implementation of mitigation measures for reducing risks and enhancing the competitiveness of the livestock subsector mainstreaming the approach within a potential strategic risk analysis unit within the MoFL.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advanced degree in veterinary epidemiology, or related subject and have at least 10 years’ experience in risk based inspection in developing countries;
  • Nationality of Bangladesh.

Technical/Functional Skills

  • Advanced degree in Veterinary epidemiology, Veterinary public Health or related subjects and have at least 15 years’ experience in livestock production risk based inspection in developing countries;
  • Proven experience in evidence based livestock policy and standard guideline development
  • Have experience of training field and lab vets and sub technical staffs on risk based inspection;
  • Adapt existing risk assessment framework based on country’s needs;
  • Experience synthesizing information from a variety of sources and make linkages between risks and their impacts on other risk categories;
  • Contribute to project risk assessment activities on prioritization and assist in producing risk assessment documents;
  • Extent and relevance of experience and knowledge in synthesizing information from a variety of sources and make linkages between risks and their impacts on other risk categories;
  • Excellent data analysis skills;
  • Willingness and ability to work in difficult environments, in often stressful time- critical situations;
  • Contribute to project risk assessment activities on prioritization and assist in producing risk assessment documents
  • Demonstrated innovative thinking and practical execution;
  • Ability to solve problems, use initiative, and manage work under limited supervision;
  • Applicant have a working knowledge of English (written and verbal) and local dialect is preferred.
