Organizational Setting

The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner. The post is located in the FAO-Iran Office in Tehran (all FAO-Iran employees shall follow the UN work week which is from Sunday to Thursday and holiday schedule. Employees working in the project offices located in Government buildings shall work at the FAO Representation on Government holidays and weekends).

Reporting Lines

Under the overall supervision of the FAO Representative, the technical guidance of the Lead Technical Officer (LTO) working closely with the FAO Project Operation Officer, the incumbent will perform the tasks described below.

Technical Focus

Under the technical guidance of LTO, the National Livestock Breeding Specialist works closely with National Project Director (NPD) and National Project Coordinator (NPC) and other project international and national consultants to support the team in achieving the deliverables and targets highlighted in the “Genetic Conservation and Promotion of Bactrian Camel through Providing Technical Support for Jafarabad Camel Research Station”. S/he will undertake the following duties and responsibilities:

Tasks and responsibilities

• Work closely with the Project Operations Officer to support FAOR and LTO in managing the TCP/IRA/3803 project, including but not limited to preparing and executing project detailed work plan, monitoring project budget, as required, ensuring that funds are properly allocated, utilized and reported upon, take necessary corrective actions and inform management of any budget issues that may require attention. • Assist to ensure the timely provision of inputs for personnel, technical support services, sub-contracts, training, equipment/supplies and other needs related to project operations. • Make arrangements for meetings, seminars and events: implement logistics, prepare correspondence, compile and distribute documents, make administrative arrangements; • Follow up on administrative actions, as requested by the FAO Representative, related to project staff field activities, project-related meetings and other required logistical arrangement including travel and payments; • Assist the FAO Representative in reviewing the incoming correspondence and take necessary follow up action; prepare replies on routine operational matters; • Prepare background material, working papers and tables for briefings, review sessions and meetings under the Project Officer directives and in coordination with other project staff as requested by the FAO Representative. • Assist the programme and project team with providing translations from/to English-Persian languages of letters, • emails and other correspondences as required; • In close collaboration with FAO experts, National Project Officer and FAO Representative, contribute to the development of strategic frameworks, studies and reports mentioned in the project document. • Maintain regular contact with the nominated experts from the Ministry of Agriculture Jahad and close consultation with other national counterparts and stakeholders to ensure achieving project results. • Make requisite coordination, oversight and conduct the trainings and workshops at national level and as per approved project work plan and LTO’s guidance. • Coordinate technical assistance and project task force missions including ensuring timely visa acquisitions, required documentation, and necessary correspondences with national and international experts, consultants and stakeholders. • Prepare and update project work plans, budgets and submit these to the NPD and FAO for clearance and then to the Project Steering Committee (PSC) for approval. • Prepare quarterly project progress reports, Project Implementation Reports, financial statements and any other periodic or ad-hoc reports and ensure their timely submission. • Assist the Project Operations Officer in updating the required reporting of data/documentation in the Field Programme Management Information System (FPMIS) for the project. • Direct support to below activities as a livestock/camel breeding expert: 1) Develop a strategy for genetic characterization, conservation and improvement of Bactrian Camels. As well as developing a National Breeding Plan for Bactrian camel. 2) Organize field trainings for local herders at provincial level and contribute to technical workshops for experts at Tehran. 3) Prepare a strategy for rehabilitation of grazing lands. 4) Conduct fieldwork for artificial insemination with fresh/frozen semen, Embryo transfer and follicular synchronization of selecting dromedary camel herds. 5) Develop a management program to maintain pregnancy and deliver healthy calves • Perform other duties as required.

General Duties and Responsibilities:

• The incumbent shall familiarize him/herself with FAO’s corporate communication policy and operational guidelines to ensure mandatory coherence of all communication and information outputs. • The incumbent shall demonstrate a strong understanding of FAO Style in drafting documentation, without the need for continuous correction or oversight.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advanced university degree in livestock production, livestock breeding, camel Breeding, veterinary sciences or a related field (knowledge and experience on camel breeding and breeding management will be advantage). • At least 4 years of experience in livestock breeding with relevant knowledge on laboratory techniques for breeding; • Practical experience in developing and implementing livestock production and breeding programmes/projects. • Excellent knowledge of organizational structure, roles and responsibilities of various national entities (governmental and non-governmental) engaged in livestock production and genetic resources conservation in Iran. • Experience in developing partnerships between ministries, organizations, the public and private stakeholders. • National of the Islamic Republic of Iran or resident in the country with a regular work permit. • Proven communications skills and fluent in English and Persian. Technical/Functional Skills

• Excellent knowledge of livestock and camel breeding techniques and • Excellent knowledge of laboratory procedures for embryo transfer, molecular markers and genotype identification. • Relevant field experience in livestock breeding in Iran. • Knowledge and familiarity with the existing policy and regulatory frameworks on livestock production and breeding. • Ability to interact tactfully and effectively with multiple institutional actors from diverse sectors and at diverse levels, to communicate messages and to promote dialogue • Experience in institutional and individual capacity development, design and delivery of trainings. • Proven capacity to develop technical reports, strategic programmes and breeding plans. • Good command of computer skills (MS Word, Excel, Power point, Internet)
