In August 2021, MoESTD adopted the new Rulebook on Resource Center (Official Gazette RS, 80/2021) governing resource centres as a new form of support to the education of children with disabilities, including through timely and efficient provision of relevant assistive technology. In April and June 2022, ten education institutions have been granted with the status of resource center, by the ministerial decisions and in line with the criteria provided in the Rulebook. The Rulebook provides that the education institution granted with the resource center status, shall align its legal documents (Statute, organization and working rules) with the Rulebook.

The Project: Enhanced Equal Access to and Completion of Pre-University Education for Children in Need of Additional Support in Education that is being implemented by Ministry of Education, Science and Technological Development and UNICEF and supported by EU, started on June 1st, 2021. The project is addressing challenges in implementation and improvement of inclusive education as a key support to MoESTD for further advancement of inclusive education agenda. One of the main objectives is the provision of intensive support to establishment of Resource centres to develop diverse functions aimed to support teachers, parents and learners based on their individual learning needs.

Through the project activities, ten resource centres will be supported to amend and/or adopt respective legal documents (Statute, rules of procedure/working rules, rules on organisation, employee classification and work positions, development plan, school program, etc.), which is the precondition for the beginning of their activities as resource centres, as provided by the Rulebook on Resource Centre. Moreover, the analysis of existing legal framework relevant to resource centres’ work, organisation, and activities, will be provided as to identify legal changes necessary to be adopted by MoESTD, in order to provide conditions for development of the resource centres’ functions.

How can you make a difference?

Under the general guidance of UNICEF Education Officer and in cooperation with MoESTD, the consultant will provide technical assistance to ten resource centers to adopt/amend their respective legal documents in line with the provisions of the Rulebook on Resource Center. Furthermore, the consultant will analyse existing legal framework relevant to the status, organisation, financing, and work of resource centre and identify legal pieces which need to be revised/amended/adopted in order to provide conditions for smooth provision and development of resource centre’s services as per needs of children, students, schools, and education practitioners.

Work Assignment Overview:

1. Provide technical assistance to ten education institutions with the resource centre status to adopt/amend their respective regulations relevant for provision of resource centre services.
2. Identify necessary changes of the national legal documents relevant to the functioning of resource centre.

To qualify as an advocate for every child you will have…

• University degree in Law. Advanced degree will be an asset.
• Excellent knowledge of the national education legal and policy framework
• Experience in legal and policy reforms in Serbia
• Experience in drafting laws, by-laws, and regulations
• Experience in performing legal and policy reviews and analyses
• Fluency in Serbian and English language
• Excellent analytical and communication skills
• Knowledge of the UN/UNICEF mandate and UN rules/procedures is an asset.
