You have:
- Advanced (master's) degree in Law, land administration and management, or any other related qualifications is required.
- At least five years of progressive work experience in land management issues and land-related analysis of policy/legal framework/research is required.
- Experience in social cohesion/peacebuilding/prevention of land-related conflicts would be an asset.
- Experience in leading capacity strengthening activities is desired.
- Experience in working with the United Nations is an advantage.
- Fluency in oral and written French is required.
Result of Service The national consultant will provide advisory services to the the Ministry of Urban Planning, Housing and Land Management, provide technical support to the project coordination team, work with the multi-stakeholders platform and an international consultant in order to consensually develop the national land policy and experiment one pilot land charter and develop related guidelines.

Duties and Responsibilities Background: The United Nations Human Settlements Programme (UN-Habitat) is the agency mandated by the United Nations General Assembly to promote socially and environmentally sustainable cities to provide adequate housing for all. UN-Habitat is the lead agency within the United Nations in charge of implementing the New Urban Agenda. UN-Habitat helps member states and development partners transform cities into safer, more resilient, healthier places, offering better opportunities for people. It works with organizations at all levels, including all spheres of government, civil society, and the private sector.
Since January 2022, UN-Habitat has been implementing the Project "Strengthening multi-stakeholder dialogue for responsible land and environmental governance in Lower Guinea" in consortium with the United Nations Development Programme (UNDP) and the Agency for Cooperation and Research in Development (ACORD). The project is funded by the United Nations Peacebuilding Fund (PBF) for a duration of two years (January 2022 - December 2023) and implemented in close collaboration with national counterparts under the leadership of the Ministry of Urban Planning, Housing and Land Management (MUHAT).
The project intends to address the growing issue of violent conflicts and tensions over access to and use of (natural) resources, which excludes part of the population and has yet to be managed systemically and inclusively. It is structured around three strategic results, respectively: R1 - communities at extractive sites are aware of their land rights and claim them peacefully from local public authorities and the extractive private sector (under the responsibility of ACORD); R2 - collaboration and economic partnership between extractive companies and communities are strengthened in target areas (under the obligation of UNDP); and R3 - target communities improve their urban planning and draw up local development policies that mitigate conflict (under the responsibility of UN-Habitat).
The Consultant will work under the supervision of the CTA (Chief Technical Advisor), for Guinea Projects in Guinea.
The consultant will perform the following tasks:
Produce a summary of the practical guide for the implementation of eviction operations in the Republic of Guinea; Conduct the development of a pilot land charter in one of the project sites; Elaborate a strategy for conducting the national dialogue on the development of the national land policy (organization and conduct of regional workshops); Participate in the facilitation of regional workshops on national land policy and produce reports for two of the four planned workshops; Work with the international consultant to develop the synthesis of contributions and recommendations triggered from the regional workshops and present them to the technical committee for integration into the preliminary draft of the national land policy; Provide substantive inputs in the development of the draft policy in collaboration with the MUHAT technical support team; Participate in activities, meetings, and missions under the guidance of the Chief Technical Advisor, and produce the necessary reports and technical notes.
Qualifications/special skills Advanced (master’s) degree in Law, land administration and management, or any other qualifications relevant to the assignment is required. At least five years progressive work experience in land management issues and land-related analysis of policy/legal framework/ research is required in relation to access to land and natural resources (mining areas, etc.). Experience in social cohesion / Peacebuilding / Prevention of land-related conflicts would be an asset. Experience in leading capacity strengthening activities is desired. Experience in working with the United Nations is an advantage.
Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written French is required
