Organizational Setting

Turkmenistan is currently undergoing a process of modernization of its land administration system including digitalization of the land cadastre and its interconnection with the land registration system. The FAO project will provide support to the Ministry of Agriculture and its Land Resources Service, which oversees cadastre, land use monitoring and control, and land management, with an assessment of the current policy, legal and institutional framework related to land administration and land management. The project will take the first step in support of a new geocentric coordinate system and geodetic reference network of Turkmenistan through activities in a pilot site. The project will also prepare a long-term strategy (roadmap) for a modern digital geospatial data infrastructure in Turkmenistan and implement a comprehensive training programme to upgrade the knowledge of the Land Resources Service technical staff.

Reporting Lines

The incumbent reports to Land Tenure Officer and Lead Technical Officer of the project.

Technical Focus

The project will also prepare a long-term strategy (roadmap) for a modern digital geospatial data infrastructure in Turkmenistan and implement a comprehensive training programme to upgrade the knowledge of the Land Resources Service technical staff.

Tasks and responsibilities

• Conduct the necessary research to support the analysis of the policy, legal and institutional frameworks relevant to the land administration and land management systems in Turkmenistan, including the institutional mapping and the land and real property tenure typology;

• Support the drafting of a national strategy (roadmap) for the development of a digital land cadastre of Turkmenistan as an integral part of its land administration and management systems, and e-governance, and synthesising pertinent recommendations;

• Contribute to the development and implementation of training programmes and awareness raising on the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security (VGGT), as well as on land administration, geodetic reference frameworks, modern land cadastre survey technologies, digital land information systems and digitizing cadastre records, geospatial data infrastructures;

• Assist development and presentation of final documents, recommendations and guidelines to policy-makers related to digital land cadastre and land administration, as well as national digital geospatial data infrastructure;

• Travel, as required, to project sites and prepare a report after each mission with the main recommendations.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in land management, land administration, agriculture, law, economics, natural resources management or related fields • Five years of relevant experience in land cadastre and registration, management of natural resources, land surveying, spatial planning, national digital infrastructure, agriculture, and other relevant fields • Working knowledge of English and at least limited knowledge of Russian • Either national of Turkmenistan or holder of legal residence/work permit
