You have:

• Bachelor's degree in Statistics, Mathematics, Economics, Business Administration, Information Management, Social Science, or another related field with course work in statistical analysis and reporting.
• Additional degree or certificates on data analysis, statistics like SQL is a strong asset.
• Two years of relevant experience with data sharing, and data analysis including data governance, quality assurance and preservation, qualitative and quantitative data analysis.
• Working knowledge of English and Bislama.

Organizational Setting

The Strengthening capacity in the Energy, Agriculture, Forestry, and other Land-use Sectors for Enhanced Transparency in the Implementation and Monitoring of Vanuatu’s Nationally Determined Contribution is a three-year project funded by the Global Environment Facility (GEF) in partnership with the Food and Agriculture Organization of the United Nations (FAO) and the Vanuatu Government. FAO is the Implementing Agency (IA) and is providing the technical support to the Vanuatu Government in implementing the project. The Ministry of Climate Change Adaptation, Meteorology, GEO-hazards, Environment and Energy, and the Ministry of Agriculture, Livestock, Forestry, Fisheries and Biosecurity are the Executing Agencies and national counterparts for the project. The project will be working closely with other partners within the public and private sectors as well as with members of the Non-Government Organizations (NGOs). Project aim is Vanuatu’s institutional and human capacities for complying with Enhanced Transparency Framework (ETF) reporting requirements of the Paris Agreement, and implementation and monitoring of Vanuatu’s Nationally Determined Contribution focusing on Energy, Agriculture, Forestry and other Land-use Sectors. With the MOCC Department of Environment Protection and Conservation (DEPC) of Vanuatu & Department of Climate Change as executing partner, and CBIT as resource partner, the GEF-7 has entrusted FAO for the preparation and implementation of the project.

Reporting Lines

Under the overall administrative leadership of FAO Sub-regional Representative for the Pacific Islands in Samoa and under the direct technical guidance of the Lead Technical Officer (LTO) and direct supervision of the Chief Technical Advisor (CTA), the National Project Coordinator (NPC), the National Project Officer (NPO) as well as with close collaboration and consultation with the Vanuatu GEF Operational Focal Point (OFP) and with relevant Government Ministries and national counterparts on the project islands, Knowledge and Data Management Specialist will undertake the following tasks listed below.

Technical Focus

The National Knowledge and Data Management Specialist will be selected through an open competitive process to focus on technical aspects. The main responsibilities of the incumbent will include:

Provide a full range of technical and functional support for data management, computer information systems, including Application Support, Server/data Centre Administration, Network Administration, IT Service support, and ICT Security.

Tasks and responsibilities

The incumbent will be responsible for:

• Provide direct technical assistance to all project related activities by acting as the first point of contact for computer and data management users including support for the procurement of appropriate system and equipment for the project stakeholders; • Collect the necessary data from the different national stakeholders and archive them in a structural relational database, including metadata, documentation, reference other needed information; • In close collaboration with the government counterpart, provide leadership in designing the database management system for the different sectors and the development of the online data sharing platform to allow the accessibility of the necessary data to the different stakeholders; • When developing the platform (1) consider both back-end organization of data and front-end accessibility for end-users, (2) refine the logical design so that it can be translated into a specific data model, (3) further refining the physical design to meet system storage requirements, (4) install and test new versions of the database management system (DBMS), (5) maintain data standards, including adherence to the Data Protection Act (or equivalent), (5) control access permissions and privileges, and (6) develop, manage and test back-up and recovery plans. • Provide regular support to strengthen capacities in managing the different data and the system by: (1) communicating regularly with technical, applications and operational staff to ensure database integrity and security, (2) commission and install new applications and customize existing applications in order to make them fit for purpose, (3) manage the security and disaster recovery aspects of a database, (4) provide trainings on multi-user database development, data management, data sharing and data processing, and related open source software (5) development and maintenance of the website and web-portal, and (6) coordinate with other IT staff to ensure the maintenance of Server and Network • Report any technical problems related to the data, database and web portal to the project staff and government, and liaise with external technical support companies following up on users’ problems as required; and • Perform any other tasks required.

Technical/Functional Skills

• Ability to lead and work as part of a multidisciplinary team and to collaborate effectively with project partners; • Strong drafting, presentation and reporting skills; • Strong computer skills, in particular mastery of all applications of the MS Office package and internet search; • Proven knowledge in data collection, cleansing, and visualization systems such as Power BI, Miro, GitLab, etc. and Microsoft Office Programs; • Working experience with an international organization and familiarity with UN procedures and working methods is an asset; • Experience in using on-line data collection and reporting tools (such as Survey Monkey, Kobo, Qualtrics, Activity-Info, Zoho, etc) is an asset; • Previous experience in conducting and/or facilitating online and/or face-to-face training is an asset.
