Organizational Setting

FAO mandate in Georgia is to support national efforts to promote food security and sustainable development of agricultural sector. FAO priorities in Georgia reflect the objectives and priorities of the Government set in the strategy papers related to agricultural development. In essence FAO assists the Government in creating and implementing an institutional, legal and regulatory environment. At the same time, FAO supports individuals working in agriculture – farmers, cooperatives, companies etc. by providing technical and financial assistance.

Reporting Lines

The National Junior Policy Specialist shall operate under the overall operational guidance and responsibility of the FAO Representative for Georgia, and direct supervision and day- to- day management of the Senior National Policy Advisor.

Technical Focus

The incumbent will be responsible for preparing reports and policy briefs, also will lead organization of the trainings and will assist the Senior National Policy Advisor in implementing project activities in accordance with the work plan.

Tasks and responsibilities

The National Junior Policy Specialist will support the Senior Policy Advisor in providing technical assistance to the Ministry of Environmental Protection and Agriculture of Georgia and its subordinated agencies for the implementation of the activities under the project “Support to the Food Safety and SPS Sector in Georgia under ENPARD IV”, following its log-frame and work plan, namely: • Assist in the finalization of the assessment reports. • Support the collaboration with the International Food Safety Experts in developing various types of policy papers and regulations. • Coordinate capacity building activities of MEPA in relation to food safety policy development and technical support, including preparation of the training plan and organizing trainings for the ministry’s staff. • Lead the organization and management of training and capacity-building initiatives, involving MEPA's subordinate agencies (NFA, SRCA, SLA) and Revenue Service of Georgia. • Support the assessment of Georgia's food control system by coordinating among nominated focal points from various agencies, in collaboration with the national coordinator from MEPA. • Support to address the incoming requests from MEPA and NFA related to approximation of Georgian Food Safety legislation with the EU regulations. • Asist Senior National Policy Advisor in facilitating consultations on Food Safety policy matters. • Support in organizing existing working group meetings and other policy platforms such as ENPARD Steering and Stakeholders Committee Meetings. • Participate in the meetings and prepare relevant minutes. • Contribute to the preparation of various policy documents and policy briefs. • Liaise with international consultants and coordinate their work with relevant stakeholders. • Participate in various high-level meetings. • Support the preparation, quality and timeliness of inception, progress, and final reports. • Perform other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in Agriculture economics, social science, or related field. • At least 3 years of relevant experience in the field of Agriculture, Policy Analysis, Food Safety, • Working knowledge (level C) of English language • National of Georgia
