Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. UN Women provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women in Bangladesh supports the government to implement commitments to international normative standards on gender equality and women’s human rights. The new UN Sustainable Development Cooperation Framework (UNSDCF) for 2022-2026 was launched in 2021 and the corresponding UN Women Bangladesh Strategy Note (2022-2026), defining UN Women’s strategic engagement in Bangladesh, has also been finalized. The country strategy focuses on strengthening the national structures and mechanisms for gender mainstreaming in policies, plans and budgets; supporting efforts to prevent and eliminate violence against women; promoting women’s access to decent and safe work; promoting policies and government investment in women’s empowerment and resilience building in the context of climate change, humanitarian crisis as well as other threats to peace and security. UN Women works with a range of stakeholders in Bangladesh including the government, civil society and women’s organisations, youth, UN agencies and donors, to promote gender equality and women’s empowerment.

Under the guidance of the Operations Manager and direct supervision of the Human Resources Associate, the Junior Consultant for Human Resources is responsible for administratively and logistically supporting the recruitment and placement and other HR administration issues.

The Junior Consultant will work under the direct supervision of the Human Resources Associate, UN Women Bangladesh, and in close consultation with the Programme and Operations teams will:

• Provide support to HR in recruitment and selection processes;

• Provide support in contract extension and preparing documentation;

• Support in updating database and documentation in SharePoint and in personnel files;

• Support tracking completion of UN Women mandatory courses and follow up with colleagues where required;

• Support tracking and monitoring of monthly leave and R&R records;

• Assist organizing induction programme and other HR training;

• Assist in monthly payroll and benefits;

• Regularly update staff/personnel comprehensive data sheet incorporating all new joinees and removing outgoing staff/personnel. Coordinate with Administration in updating UNDSS staff data sheet

• Support Programme Managers in filling Position Management form (SCs) and Position Update forms (FTAs) as required

• Remind Programme Managers on timely submission of monthly payroll action forms

• Perform other duties as may be directed by the supervisor and other team member as and when required.

Deliverables/Output

Target Due Dates

  1. Assist in recruitments;
  2. Assist in organizing personal and recruitment files
  3. No of personnel files scanned and saved data in sharepoint/one drive
  4. Updated database in share point
  5. Comprehensive database updated in the 1st week month with changes occurred.
  6. Produce a report on updated UN Women mandatory courses.
  7. Produce a statement monthly leave record and R & R;
  8. Assist in ID cards from UNDSS
  9. Induction organized in a month and report preserved in file as well as share point
  10. Supports in maintaining different databases relates to HR
  11. Supports to organize payroll actions to enter data into the recently introduced UNALL.
  12. Assist filling Payroll action forms
  13. Reminded managers on 1st day of the month on Payroll form submission

Payment will be processed at the end of each month for the number of days worked based on submission of progress report on tasks completed during the month with deliverables produced.

Duration of Assignment and Duty Station:

The consultant is expected to be based in UN Women Bangladesh in Dhaka for 240 working days from 06 April 2022-05 April 2023. The consultant may be required to travel on mission as assigned by hiring unit.

Supervision and performance evaluation:

The national consultant will report to the Human Resources Associate.

INPUTS:

UN Women will provide of office space and other logistics support (laptop and internet) to support day to day administrative works and perform the deliverables

Travel:

In the case of unforeseen travel, payment of travel costs including tickets, and living expenses will be covered by UN Women travel policy.

Required Skills and Experience

Education:

• Bachelor’s degree in Business Administration, Economics or Public Administration or related field.

Experiences

• Minimum 2-3 years of relevant work experience in Human Resources and administrative support;

• Experience in working for UN Women, and/or other UN Agencies is desirable;

• Excellent command of English (oral and written), other UN languages is an asset;

• Knowledge of gender issues is an asset.

Language Requirement

Strong Proficiency in written and spoken English and Bangla is required.

Price Proposal and Schedule of Payments

Consultant must send a financial proposal based on Lump Sum Amount. The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee, only and any other applicable cost to be incurred by the SSA in completing the assignment. The contract price will be fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon completion of the deliverables/outputs and as per below percentages

Evaluation Method and Criteria: Individual consultants will be evaluated based on the following methodology.

Cumulative analysis-

The award of the contract will be made to the individual consultant up on Cumulative Analysis/evaluation and determined as: 1. Responsive/compliant/acceptable; and 2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation; Only candidates obtaining a minimum 70 mark in technical evaluation will be considered eligible for financial evaluation. Technical Criteria for Evaluation (Maximum 49 points out of 70)

Criteria-01; Educational Qualification - Max Point 10

Criteria-02; Number of years Experience Human Resources and administrative support . Max-50 pts

Criteria-03; Experience in working for UN Agencies. Max-10 pts

The total number of points allocated for the technical qualification component is 70. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria:

Only the candidates who have attained a minimum of 70% of total points (49) will be considered as technically-qualified candidate.
