1. Purpose and Objective

Under the supervision of the Executive Assistant, the consultant will provide wide range of administrative and secretarial support services to the senior management, especially to the Representative as well as Deputy Representative.

2. Methodology and Technical Approach

A detailed work plan with a time frame will be developed and agreed with the supervisor, including regular meetings and reporting. The consultant is expected to take part in weekly all staff meetings, monthly programme meetings, as well as to prepare monthly reports about assigned deliverables.

3. Activities and Tasks

Under the overall guidance and direct supervision of Executive Assistant, the consultant will perform the follow:

  • Arranges appointments and maintains the Representative’s calendar; receives visitors, places and screens telephone calls and answers enquiries; organizes meetings including finalization of the meeting agenda, invitations, production and distribution of documentation, and preparation of minutes of meetings; distributes meeting reports and information and ensure follows-up on required actions.

  • Collects and prepares briefing materials for the Representative; undertakes travel arrangements, including arranging itinerary, visas, security clearances and hotel reservations; ensures offices are informed of travel arrangements and requirements; monitors work progress and cases of priority and concern to the Representative.

  • Manages registration of in-coming and out-going material; classifies and codes material relating to a number of subject matter areas and maintains general office files; prepares correspondence for signature and prepares informal written and oral translations as required; drafts correspondence, mails and reports from oral instructions, previous correspondence or other available information sources in accordance with standard office procedures
  • Supports the Deputy Representative and programme section in various procedural, administrative, and operational tasks to ensure smooth coordination of activities within in the Office and monitoring of follow up;

  • Maintains contact lists of all partners, Government officials and members of the Diplomatic Corps as well as Office Calendar of Events and assist in knowledge management activities to ensure that all staff have access to well-structured and easily accessible data and information;

  • Sends materials to translators/editors and upon completion of tasks, checks invoices related to translation/editing; prepares supporting documentation for payment requests for translators and editors and sends the documentation for certification to Programme Associates.
  • Supports the Executive Assistant in the role of Secretary in the Contract Review Committee, Country Management Team and Vendor Master Data OIC.
  • Performs other duties as required.

    The Consultant is expected to produce monthly progress reports on above deliverables.

4. Management and Organisation

Management: The Consultant will be supervised by the Executive Assistant.

Organization: A National Consultant will be required for this consultancy.

Schedule: This assignment will commence by end of May 2021 on a part-time basis until the end of December 2021 with possibility for further contract extension.

Payment schedule: Payment will be on a monthly schedule, upon submission of monthly progress report and signed invoice. The report should be submitted to UNICEF supervisor and cover reflection of the expertise and services provided, as well as advancements and challenges observed.

UNICEF recourse in the case of unsatisfactory performance: UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines. In a case of serious dissatisfaction with the consultant’s performance the contract may be terminated in line with UNICEF procedure in such matters and as spelled out in contract.

5.Qualifications/specialized knowledge/experience required to complete the task:

The Consultant is expected to have the following qualifications/specialized knowledge/experience required to complete the task:

Education:

  • Completion of Secondary School Education. Students of final years of studies are highly encouraged to apply

E****xperience:

  • A minimum of 1 year of relevant administrative or clerical work experience is required.

Language:

  • Excellent command of both English and local language; verbal and written

    Other skills:

  • Excellent computer skills.

  • Excellent writing skills.
  • Organizational, planning and prioritizing skills and abilities.
  • Ability to work under pressure and meet tight deadlines.
  • High sense of confidentiality, initiative and good judgment.

  • Ability to work effectively with people of different national and cultural background.

  • Ability to work in a team environment to achieve common goals

6. Application Procedure:

7. Selection Method

All applicants will be screened against qualifications and requirements set above. Candidates fully meeting all the requirements will be further evaluated based on the criteria below.

The proposal will be evaluated against the following criteria:

A) Technical criteria – Technical evaluation process / Maximum points: 80

1. Technical Criteria – Interview/Written test – 80 % of total evaluation– max. 80 points

• Education: 10 points

• Previous experience: 5 points

• Written test: 35 points

• Technical questions at the interview: 30 points

Only candidates who obtained at least 80% of points from the technical part (who will score at least 64 points) will be qualified for considering for financial proposal evaluation

B) Financial criteria – evaluation of financial proposal - Maximum points: 20

The applicants are requested to submit their financial proposal consisting of professional fee only for the services to be provided.

• Financial scores will be calculated using the formula [lowest offer / financial offer of the candidate x 20].

8. Remarks:

Upon conducting the recruitment process and prior the signing of the contract, the consultant will be required to complete the following online courses. All certificates should be presented as part of the contract.

  • Prevention of Sexual Harassment and Abuse of Authority
  • Sexual Exploitation Abuse (PSEA)

Consultants and Individual Contractors must complete the following course before commencement of any travel on behalf of UNICEF.

  • BSAFE security training

Any consultant or individual contractor who is issued a UNICEF email address must complete the following courses no later than 30 days after signature of contract.

  • Fraud Awareness
  • Information Awareness Security Course

9. Budget and Remuneration

Payment schedule: The payments will be made upon successful completion of the deliverables and submission of invoices on a monthly basis.
