A.Project Title

Using Strategic Monitoring & Evaluation (M&E) to Accelerate the Implementation of the Philippine Development Plan (PDP) 2017-2022 (Strategic M&E Project)

B.Background and Description

The National Economic and Development Authority (NEDA) and the United Nations Development Programme (UNDP) Philippine Country Office (“UNDP Philippines”) embarked on a partnership to strengthen the conduct of monitoring and evaluation (M&E) of the country’s milestone programs and projects. Financed by NEDA and implemented with the support of UNDP Philippines, this partnership - the Strategic M&E Project - seeks to strengthen the capacities of NEDA and select government agencies through a host of interventions, one of which is the development and integration of the National Government’s digital platforms and data ecosystems relating to key government programs and projects.

The development of an information system is only the first step in the broader mission to develop and integrate the National Government’s digital platforms and data ecosystems relating to programs and projects. After the completion of PPMS Phase I – PPMS 1.0 Development and Business Analysis for the evolution of PPMS, the Project will be implementing PPMS Phase II.

PPMS Phase II scope will cover the following:

Data Governance and Migration

  • Data Governance - Data Migration preparation involving (i) data profiling and standardization, and (ii) data discrepancy handling protocols.
  • Data Migration - Actual Migration of (i) Loans information, (ii) Grants information, (iii) Project Static Information, (iv) existing Project Documents, and (v) Historical Project Workflow Reports from the past Data Call submissions.

PPMS Enhancement: Project Record

  • Expansion of the Project Record (i) to relate to other PPMS-recorded data, and (ii) to utilize Data Visualization features for performance analysis.
  • Some visualization features:

  • Financial and Physical S-curve visualizations

  • Correlation of physical and financial performance
  • Data visualization of other KPIs (including SDG indicators and PDP chapter outcomes)
  • Location information in photos (geotagging)
  • Other visualizations as may be required by NEDA (e.g. Gantt charts, milestone tracker)

Other PPMS enhancements that may be identified by NEDA and UNDP

Currently, the Project is engaging a service provider for Phase II. The project now requires an IT Consultant who will assist UNDP in providing quality assurance review of outputs for key project milestones for PPMS Phase II. The Consultant is also expected to be on call to respond to technical concerns of the Contract Managers and to provide assistance in communicating and translating outputs to recommended action points for the NEDA and UNDP Management.

Duties and Responsibilities

Scope of Work

The QA Consultant for PPMS Workstream 2 shall perform the following services:

  • Review technical and financial proposals for the procurement of a service provider for PPMS Phase II and provide timely and relevant inputs and advice to UNDP and NEDA based on the review

C.Institutional Arrangement

  1. The Consultant shall be directly supervised by the Project Coordinator of the NEDA-UNDP Strategic M&E Project and the Project Officer for PPMS, with whom all outputs shall be submitted and through whom all communications shall be coursed or copied.
  2. The Consultant shall report progress, provide updates, or raise issues to the Project Coordinator and Project Officer for PPMS on at least a weekly basis. The Consultant is expected to be accessible to the UNDP Project Coordinator via phone, mobile, or internet, and may be asked to report physically to UNDP on an agreed schedule and when required.
  3. The Consultant may also be required to coordinate with the Institutions and Partnerships Programme Team Lead, and other officials and staff of UNDP, the Director and staff of the MES, other officials and staff of NEDA, and other relevant stakeholders.
  4. In performing his/her functions, the consultant is expected to coordinate, consult, and/or collaborate with members of the Project Management Team, and other external stakeholders.
  5. The Consultant is expected to have his/her own workspace, computer, and other facilities.

D.Duration of the Work

  1. The consultant will be engaged for a maximum of thirty (30) person-days spread over eleven (11) months.
  2. The target start of work date is 01 June 2021 and the maximum end date is 30 April 2022.

E.Duty Station

  1. The Consultant is ideally based in Manila to participate in meetings, consultations, and other in- person activities required.
  2. Considering the COVID-19 pandemic and declaration of State of Public Health Emergency in the Philippines, all work of the individual consultant shall be done within the guidelines and protocols set by the local and national government. During the quarantine period, the IC shall NOT engage in any meetings or activities OUTSIDE THEIR HOMES. Coordination/meetings shall be done through phone or online communication until such time that the quarantine is lifted, during which this will be STRICTLY a HOME-BASED assignment; NO TRAVEL IS REQUIRED for the IC to complete their abovementioned tasks.
  3. Similarly, once the community quarantine is lifted, the Consultant may be required to report physically to UNDP when physical participation in activities is necessary.

The offer will be evaluated based on a Combined Scoring method where the technical proposal will be weighted 70% and combined with the price offer which will be weighted 30%.

  • Only candidates that will receive 49% from the overall evaluation of the technical qualification (CV score + interview score) will be eligible for financial evaluation.

B.Scope of Price Proposal and Schedule of Payments

  1. Financial proposals must be expressed as a per person-day rate which includes professional fees, allowances, income tax, communications expenses, etc.
  2. Medical/health insurance must be purchased by the individual at his/her own expense, and upon award of contract, the consultant must be ready to submit proof of insurance valid during contract duration.
  3. Payment to the Consultant shall be fixed and output-based regardless of extension of the specific duration herein. Cost components of the Proposer’s computation of the contract price shall include professional fees, inclusive of travel, living allowances and similar costs.
