How can you make a difference?

The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does — in programmes, in advocacy and in operations. The vision guiding the UNICEF Cambodia Country Programme 2019-2023 is to contribute to national efforts so that all girls and boys, especially the most disadvantaged, progressively fulfil their basic rights to survival, care, protection and participation to reach their full potential. This will be achieved through five interdependent programme components: (a) health and nutrition; (b) WASH; (c) education; (d) child protection; and (e) policy and public financing for children.

The Cash Transfer programme for pregnant women and children up to the age of 2 years is a government run programme, the Ministry of Social Welfare and is implemented by multiple stakeholders responsible for health care and social welfare in Cambodia, which enables the achievement of the programme’s primary objectives. The Ministry of Social Affairs, Veterans and Youth Rehabilitation (MoSVY) has developed M&E framework and App/MIS system for systematic data collection on monitoring and reporting of the programme implementation, expecting to roll-out nationwide, June 2022.

With the recent approval of family package programme concept notes by the Executive Committee for the National Social Protection Councils to integrate four cash transfer programmes, the Cash Transfer Programme for Pregnant Women and Children under 2 years, the Cash Transfer programme for Elderly people, the Cash transfer programme for persons with disabilities, and the scholarship programme, the MoSVY will be the lead implementing ministry of the family package with the new planned establishment of “National Social Assistant Fund, NSAF” for coordination the implementation and monitoring of the programme, using App/MIS cash delivery and M&E App/MIS system of CTPWC as the main system integration for all components of the family package. Therefore, UNICEF is looking for two interns to support the social policy section in supporting IT App and MIS development team for the family package system design.

Key roles and responsibilities:

The intern will work under the direct supervision of Social Policy Specialist in close collaboration with UNICEF supported IT consultants for MoSVY to undertake the following tasks:

  • Assisting with creation and editing of flowcharts, diagrams, documentation during system design
  • Assisting with software code changes defined by the project manager - these changes could be on frontend mobile, website frontend
  • Performing pre-defined tasks on a database system
  • Formulating testing scripts, and performing testing, noting issues and reporting bugs
  • Preparing documentation and training material in Khmer

To qualify as an advocate for every child you will have…

  • Student who is in an advanced year (year 3 or 4) of study for a bachelor’s degree, or alternatively studying a specialized IT course at a professional institution
  • Knowledge of the following is required: Pseudocode, HTML, CSS, PHP, Linux, database systems, Excel.
  • Experience with the following languages or frameworks is optional but an advantage: Laravel Framework, JAVA, Swift, Flutter, Figma (or other prototyping system), scripting
  • Experience with the following systems is optional but an advantage: MySQL, Galera, Git, Ansible, Amazon EC2, VMW are ESXi, Cisco, Bash, Python, Project management
  • Good proficiency in English and Excellent in Khmer language
  • Possess good communication skills - strong commitment and passion for UNICEF’s mission.

The intern should be:

  • Familiar with and understand international and/or development economic issues
  • Familiar with multi-culture environment would be an asset

Availability:

  • Desired role period 6 months, Mon - Fri (full time – 5 days per week)

Conditions of the Internship:

Interns with UNICEF may be remunerated with a living allowance, depending on the specific conditions. Preferably the costs associated must be borne by the nominating institution, related institution or government, which may provide the required financial assistance to its students; or by the student, who will have to obtain financing for subsistence and make his or her own arrangements to take on this assignment.

UNICEF will cover the cost for field trips if such are needed in the course of the assignment and will also provide a laptop and access to telephone, printer, and other necessary equipment required for the assignment.

Other information

Cambodia remains one of the top countries with the highest fully vaccinated rates among targeted populations. As of December 31, 2021, 98.1% of the adult population 18 years old and above has been fully vaccinated, with vaccination rates of children at 75.7% for 5 year olds, 100% for 6-11 year olds, and 94.8% for 12-17 year olds. Currently, the country is opening its socio and economic sectors and placing minimal restrictions.
