How can you make a difference?

Under the supervision of Adolescent Development Officer, the consultant will lead conceptualizing the national youth group mapping and capacity assessment exercise and developing the data collection tools, analyzing data and drafting the mapping and capacity assessment report, and developing a short strategy addressing how best to strengthen different types of youth groups. The consultant needs to work closely with the national CSO partner that will conduct the mapping and capacity assessment.

Work Assignment:

  1. In consultation with the CSO partner, UNICEF and SSYS, define the scope of the mapping and capacity assessment, taking into account the needs of different stakeholders and the time frame for data collection from the CSO partner. Then develop data collection tools, test them through CSO partner and refine them as needed, and train CSO partner to use the data collection tools.
  2. Support CSO partner with any troubleshooting during data collection, analyze the collected data, and develop the report of the mapping and capacity assessment, as well as a short strategy paper on how to support youth groups. Finalize these documents based on feedback from UNICEF and SSYS.

Deliverables:

  1. Short paper presenting the proposed scope and data sources for the mapping and capacity assessment of youth group in Timor-Leste, in Tetun and English.
  2. Final data collection tools.
  3. Agenda of enumerator training session (Deliverables #1-3 : 9 days).
  4. Finalized mapping and capacity assessment of youth groups, in Tetun and English.
  5. Strategy paper on supporting youth groups (10 page maximum), in Tetun and English (Deliverables #1-3 : 13 days).

Duration of Appointments: 22 working days spread over from 15 July to 31 October 2022

To qualify as an advocate for every child you will have…

  • A master's degree in Political science; sociology; anthropology; international development; peace studies; other social sciences or any other relevant field.
  • Minimum of 2 years of experience in research and analysis, including data collection and report writing
  • Excellent analytical and documentation/report writing skills
  • Prior experience working with youth
  • Fluency in English and Tetun
  • Prior experience in Timor-Leste is required
