Overview

Develop operational guidance on gender equality and girls' empowerment for adolescents

You have:

  • Bachelor’s degree in social sciences or other relevant field
  • Minimum of 2 years of relevant professional experience related to gender equality issues
  • Experience in research and consultations is desirable, including the ability to conceptualize data collection tools
  • Ability to speak and write in Tetun and in English
  • Prior experience in Timor-Leste and knowledge of Timorese culture
  • Strong analytical skills, with ability to synthesize large amounts of information into short, clear, written guidance
  • Previous professional experience with development agencies and/or the United Nations is an asset

How can you make a difference?

Under the supervision of an Adolescent Development Officer the consultant will develop an operational guidance on integrating promotion of gender equality and empowerment of women and girls in activities with adolescents.

Work Assignment:

  1. Conduct a literature review on lessons learnt on promotion of gender equality and empowerment of women and girls in Timor-Leste, and draft the inception report including summary of literature review, outline of operational guidance, list of stakeholders to be consulted (including from a disability perspective), consultation schedule, and data collection tools; finalize inception report based on feedback from SSYS and UNICEF
  2. Consult with relevant stakeholders in Dili, Bobonaro (2 days i.e. 3 nights), and Ermera (2 days i.e. 3 nights), including institutions, adolescents and youth and persons with disabilities
  3. Draft the operational guidance; present it to SSYS, UNICEF and other relevant stakeholders through a face-to-face meeting; finalize the guidance based on feedback from SSYS, UNICEF and other stakeholders

Deliverables:

1. Final inception report, in English (6 work days within 3 weeks of contract start date)

2.1 List of stakeholders consulted (anonymized for individuals). (12 work days within 6 weeks of contract start date)

2.2 Audio files or notes of interviews/discussions (anonymized for individuals; in Tetun or English depending on language used). (12 work days within 6 weeks of contract start date)

3. Final operational guidance (maximum length: 15 pages), in English and Tetun. (7 work days within 9 weeks of contract start date)

Duration of Appointment: 25 working days, (November - December 2022)

  • Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
