How can you make a difference?

To review existing training packages for CBE (both teachers and SMS members training manuals) and bring necessary adjustments and improvements to ensure consistency and alignment with the Safe Schools Handbook and the CBE policy and cluster approach, aimed at improving learning outcomes and developing relevant life skills for children to survive and thrive.

The final product of this consultancy will be a reviewed, refined, enhanced and standardized CBE training package for teachers and SMS members for use by any organization that implements CBE.

Scope of work:

Under the guidance of the Education Section Chief and Education Specialist/Access, the consultant will be leading on the following two key products:

1- Align the teacher training package for CBE teacher training for improved teaching competence in line with the existing curriculum outcomes, CSSF, TCiCC and ATCF for better learning outcomes:

    1. Collect existing materials and contents (teacher training materials, supplementary materials and resources) and teaching strategies used/applied by UNICEF and key cluster partners and do a desk review of evaluations of different CBE program implementation;
    2. Review the contents against the existing national curriculum framework, aimed at developing foundational literacy and numeracy skills, as well as the core skills highlighted in the CSSF framework and the TCICC and evaluation recommendations for improvement required in CBE to improve teaching and learning;
    3. Consult with partners, CBE teachers and teacher trainers, and communities (including classroom observations) to identify areas for improvement in teaching practices;
    4. Consolidate a core training package with supplementary training materials in the areas of children safeguarding and teachers’ wellbeing based on the identified areas of improvement and recommendations, building on existing materials – ready for testing (outside the scope of this assignment)

2 – Revise the content of the training manual for SMS members aimed at improving SMS support to the effective running of CBE classes.

  1. Review the content of the training manual for SMS members, and finding of the Rapid Assessment of the Impact on SMS Trainings (completed in 2020) and identify areas for updating and refinement.
  2. Consult Education cluster partners and to the extent possible; teachers and teacher trainers; parents/caregivers; students; and SMS members to refine the specific role of SMS and identify areas that require improved SMS capacity and consider their views for further updating the materials.
  3. Adjust the existing training package for SMS based on the findings under a) and b) and propose a standard core training package with supplementary materials, ready for piloting (outside the scope of this exercise).

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Social studies, gender studies, education psychology or related fields
  • Experience in development and design of need based frameworks to enhance quality of education, including training manuals.
  • Experience in delivering training workshops on technical topics to different audience including government.
  • Experience working in complex environments such as Afghanistan
  • Experience in Monitoring, Evaluation, Accountability and Learning (MEAL) approach and/or participatory action research
  • Familiarity with UNICEF’s program and implementation approach is an asset.
  • Excellent writing skills and English and Farsi/Dari or Pashto is required.
  • Fluency in English and Farsi/Dari or Pashto is required.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
