How can you make a difference?

Under supervision of the Health Manager, review and evaluate the progress and achievement of the MNCH and WASH activities implemented in the identified municipalities under “Improvement of Healthcare Quality Project: Human Right- Embedded Pathway towards Universal Health Coverage”.

Work Assignment:

  1. Prepare an inception report with detail program review and evaluation methodology
  2. Desk review: Project proposal, progress report, MNCH data, WASH information and data etc.
  3. Focus group discussion / interviews with Quality Cabinet, HMIS department, M&E department and MCH departments of the MOH, UNICEF, UNFPA and WHO program focal points
  4. Consultation workshop with all key stakeholders at national and municipality level
  5. Field visit to the municipalities to monitor CQI and WASH activities in health facilities
  6. Consultation with the beneficiaries, local community leaders, civil society and religious leader in each municipality to analyze community health seeking behavior, and timeliness and quality of health services
  7. Data analysis of MNCH indicator in identified municipalities to demonstrate the impact on mortality and morbidity
  8. Develop a report of the findings from the above tasks.

Deliverables:

  1. Inception Report with precise timeline, activities, budget and methodology (2 working days)
  2. Desk review report (2 working days)
  3. Focus group discussion / interviews with MoH and UN sister agencies program focal point (2 working days)
  4. Focus group discussion in the municipalities (6 working days)
  5. MNCH data analysis and report from selected municipalities (3 working days)
  6. Report writing (2 working days)
  7. Submission of first draft report (1 working day)
  8. Discussion with UNICEF team and final report submission (3 working days)

Duration of Assignment: 21 working days, spread over from June to July 2022.

To qualify as an advocate for every child you will have…

  • Advanced university degree in medicine, public health, social sciences, statistics, planning development, and/or related field is required. Degree in epidemiology or biostatistics will be an added advantage.
  • Demonstrated experience in data collection, data analysis as well as preparing reports and presentations.
  • Sound knowledge of DHIS, data analysis and management.
  • Good interpersonal and communication skills and good analytical skills.
  • Knowledge and understanding of the UN system and capacity to promote consensus and establish positive working relationships and work in a team.
  • Integrity, tact, discretion and demonstrated sensitivity to cultural differences.
  • Experience in Timor-Leste is an added advantage.
  • Desirable: Familiarity with the work of UN agencies in health system strengthening.
  • Fluency in English is required. Knowledge of another official UN language or a local language is an asset.
