How can you make a difference?

Under the supervision of Social Policy Officer, the consultant will be embedded within the Ministry of Finance (Planning and State Budget Directorate) to provide direct support to the MoF to fully integrate the Child Responsive and Climate Resilience Budgeting initiatives in the planning and budget process and to build capacity of the MoF and relevant line ministries and Government entities on the integration of Child Responsive and Climate Resilience Budgeting in the Government Annual Plans, on the operationalization of Child and Climate markers and on using them for evidence-based, equitable decision-making. The consultant will also provide broader support to the Planning and State Budget Directorate of MoF. This technical support will contribute to building greater transparency and accountability within the Government on social sector financing and climate finance.

Work Assignment:

1. Child-Responsive Budgeting

1.1. Support the long-term integration of child-responsive planning and budgeting as well as the operationalization of the child marker in the Government Annual Action Plans through the following:

  • Draft a detailed training plan to build the capacity of line ministries, autonomous agencies and institutions on the child marker and finalize it based on feedback from MoF, ANAPMA and INDDICA
  • Revise/update the child marker training material (PPT and hands-on training activities) and the child-responsive budgeting manual/guidelines
  • Build the capacity of line ministries, autonomous agencies and institutions (planning and budget officers, and other relevant staff) on how to develop a plan that is child-responsive and on using the Child Marker categories to tag activities in their ministry’s Annual Action Plan, and on reporting

1.2. Build the capacity of the Planning and Budgeting Directorate of the Ministry of Finance and of INDDICA, to conduct quality assurance of budget tagging done by line ministries, including formal training sessions and one-on-one coaching.

1.3. Support MoF to review and analyze the expenditure from line ministries’ 2022 Annual Action Plans (AAPs) against the child marker, and to prepare the section on the child responsive budgeting in the 2022 budget execution report, and in the 2023 quarterly execution reports

1.4. Liaise wih ANAPMA to ensure a section on the Government investment in Child-Responsive Budgeting is reported in the 2022 annual Government Performance Report and in the 2023 quarterly performance reports

1.5. Support the MoF and INDDICA quality assurance of the child marker through a review of 2024 annual action plans (AAPs), including the indicators, baselines and targets used

1.6. Provide technical assistance to the MoF and INDDICA on any further actions needed to fully integrate child responsive budgeting and operationalize the child marker

2. Climate Resilience Budgeting

2.1. Support MoF (Directorate of Planning and Budgeting) in implementation of the climate resilience and the introduction of the climate budget tagging (CBT) in the Government Annual Action Plans

2.2. Revise/update the climate-resilience budgeting training materials (PPT and hands-on training activities) and manual/guidelines

2.3. Build capacity of pilot line ministries and agencies (MAF, MPW, SSE) in applying CBT at the program, subprogram and activity level

2.4. Support Ministry of Finance, and SSE to conduct quality assurance of budget climate resilience analysis and budget tagging done by pilot ministries (including on indicators, baselines and targets); identify new programs, subprograms and activities, which have to be tagged.

2.5. Support the National Directorate of Planning at MoF in development and conduction of formal training sessions as well as one-on-one coaching of budget focal points in line ministries, autonomous agencies and institutions.

2.6. Support ANAPMA and MoF to incorporate CBT and regularly update it in the Dalan Ba Futuru system; assist pilot ministries to prepare regular budget reports to ANAPMA and MoF according to the existing government reporting regulations, and assist ANAPMA and MoF in integrating reporting on CBT in the annual and quarterly budget execution and performance reports.

Deliverables:

The consultant will need to submit a monthly report (except for the first and final reports, which could be a fraction of a month) on progress in implementation of key tasks.

Duration of Appointment: 11.5 months, from October 2022 - September 2023

To qualify as an advocate for every child you will have…

  • Bachelor's degree in Finance, Economics, Social Sciences, or other related fields
  • Work experience in public finance management
  • Work experience in planning, monitoring and evaluation
  • Expertise in Results-Based Management (RBM)
  • Previous experience in capacity building / delivering training to government counterparts
  • Prior exposure to various sectors desirable, including good understanding of social sectors
  • Fluency in Tetun and English
  • Fluency in Portuguese is an advantage
