You have:
- An advanced university degree (Master's or higher) in Engineering, Architecture, Sustainable Building Construction, Environmental Design and Engineering and related green building and engineering function.
- A minimum of 5 years of professional experience, at the national and/or international level, in implementing sustainable infrastructure and energy-water-environment efficient developments.
- A valid EDGE Certification Certificate and EDGE License.
- Knowledge and experience on EDGE certification and audit process for green building.
- Strong leadership and teamwork abilities.
- Good analytical, negotiating, communication, and advocacy skills.
- Fluency in English is required.
- Demonstrate the ability to work in a multi-cultural environment and establish harmonious and effective working relationships both within and outside the organization.

Purpose
As part of the UNICEF Sri Lanka Country office new building design and construction as well as sustainable initiatives, the Sri Lanka country office is seeking the support of a remote based consultant for the following key activities: a) Manage the EDGE certification processes for the new UNICEF Sri Lanka Country Office building b) Provide relevant EDGE training to build capacity
The consultant will function as an EDGE Expert to assist Sri Lanka country office in meeting the sustainable building design and eco-efficiency standards as guided by EDGE-GBCI. To strengthen internal capacity on the edge certification process, the consultant will be requested to develop guidance notes and check lists, and conduct training to staff involved in the construction projects. The consultancy will be a remote support from home during the period of the contract.
Activities and Tasks:
Estimated Building Floor Area = 865 Sq.m
No of floors - Ground + 2
Under the overall guidance of the Operations Manager and Project Manager (Construction)
1. Manage the overall EDGE certification process for the new premises construction project ensuring the
creation of project in EDGE, registration with GBCI, and the selection of the EDGE Auditor in
coordination with the Supervisor of this contract and obtaining EDGE certificate and training on EDGE process.
a) Design discussions, assessments, evaluate design, instruct on site layout, site photographs, site landscape - Site design review and approval
b) As an EDGE expert, complete calculations, self-assessment, review the set of concept designs and register UNICEF Sri Lanka construction project intended for EDGE certification. - Project registration is completed within two weeks from approval of the concept design
c) Develop TOR for Auditor and provide a technical support during the selection process. Alternatively, and where available within its company or network, the consultant may propose an Auditor as part of its proposal as per GBCI guidelines. Give Auditor related fees/expenses separately. - Auditor selected and relevant documents submitted to GBCI.
d) Prepare/review design documentation - Design documentation prepared and submitted to Auditor
e) Coordinate with Auditor and GBCI to receive Preliminary Certificate. Provide clarifications, coordinate Auditor’s desk review. Preliminary Certificate received for registered project
f) Prepare/review construction documentation - Construction documentation prepared and submitted to Auditor
g) Coordinate with Auditor and GBCI to receive final Certificate - Final Certificate received for registered project
h) Provide relevant EDGE training to build capacity - Guidance notes/Checklists and training on EDGE process, developed and implemented

Content of Proposals
The consultant must submit a proposal that includes the following documentation:
A. Technical proposal
Experience
• Description (3-6 pages) of how the experience and expertise of the expert(s) nominated will help achieve the
objectives of the project. This must include a list of relevant projects of similar scope.
• EDGE certification certificate and Edge License ID
Implementation strategy
I. Rationale
o Any comments on the Terms of Reference for the successful execution of activities, in particular regarding the objectives and expected results, thus demonstrating the degree of understanding of the assignment. Your opinion on the key issues related to the achievement of the project objectives and expected results.
o An explanation of the risks and assumptions affecting the execution of the contract. This should be inclusive of any safety and security risks in undertaking the prescribed fieldwork, and what measures will be taken to mitigate these risks.
II. Strategy
o An outline of the approach proposed for project implementation.
o A list of the proposed tasks you consider necessary to achieve the objectives.
o Inputs and outputs.
o Approach to managing the project, including Risk Management, Quality Control and Monitoring & Evaluation.
III. Timetable of work
o A timetable of work indicating the timing, sequence and duration of the proposed tasks including the number of personnel days proposed by site and activity.
o The identification and timing of major milestones (including deliverables) in executing the contract, including an indication of how the achievement of these would be reflected in any reports, particularly those stipulated in the Terms of Reference.
o The consultant should clearly state its availability to start the project immediately
Personnel and/or Project team
• Name(s) and CV/s of the person and/or team proposed.
• Detailed allocation of staff and their roles and responsibilities in each phase of the implementation;
The financial proposal must include all fees and expenses that are considered necessary to achieve the objectives of the assignment. The proposal must be submitted in USD currency. Proposal to be based on clear deliverables.
This is a lump-sum contract with a total contract value for delivery of the services as follows:

The Registration fee and Certification fee payable to GBCI shall be reimbursed to the expert or company upon the receival of receipt by UNICEF. (Please state expected fee to GBCI)
Please indicate your ability, availability and fee/rate to undertake the terms of reference above. (Indicate an all-inclusive fee (including lump sum travel, IT accessories, Internet and subsistence costs, as applicable) to undertake the tasks in the Terms of reference.
