Background

  1. BACKGROUND

  2. Biodiversity Finance – BIOFIN

Viet Nam is one of the world's sixteen most biologically diverse countries. At present, over 50,000 species have been identified, consisting of nearly 7,500 microorganisms, 20,000 terrestrial and water plants, 10,500 terrestrial animals, 2,000 invertebrates and freshwater fish, and over 11,000 marine species. Although biodiversity brings direct benefits to humans, contributes to the national sustainable development strategy, and protects the environment, Viet Nam is experiencing rapid biodiversity loss due to population growth, overexploitation of natural resources, illegal logging, and the expansion and intensification of agriculture.

The objectives of BIOFIN in Viet Nam are to support the country to assess the current financial flows to biodiversity protection, develop appropriate mechanisms to improve financial sustainability, and assist in the implementation of the updated National Biodiversity Strategy and Action Plan. These objectives will be achieved by implementing the eight prioritised finance solutions:

  1. Promote sustainable tourism and collect service fees in Protected Areas
  2. Expand payment for ecosystem services to Marine Protected Areas
  3. Promote public-private partnerships for support in biodiversity conservation
  4. Increase ODA financing for biodiversity conservation
  5. Promote biodiversity offset mechanisms
  6. Apply an environmental accounting system
  7. Add a state budget index code for biodiversity conservation
  8. Adopt results-based budgeting.

The BIOFIN project prioritizes support for the development of a sustainable financial mechanism for marine protected areas, including a pilot in Hon Cau MPA, Binh Thuan province. The purpose of this finance solution is to design and implement a tourism fee system in Hon Cau which will also promote community participation and improve the management of rare marine species in the locality. The pilot will provide a foundation for further expansion to other marine protected areas in Vietnam.

  1. Climate Promise – Youth4Climate initiative

In 2019, in parallel to the the NDC global support programme, UNDP launched the ‘Climate Promise,’ a global programme through which it committed to supporting at least 100 countries in enhancing their NDCs by 2020. Under the Climate Promise programme, UNDP will continue to work with the Government of Viet Nam, particularly with the Department of Climate Change (DCC) of the Ministry of Natural Resources and Environment (MONRE), which is the UNFCCC Focal Point, to enhance the capacity and inclusion of the Youth in the NDC planning and implementation process.

In collaboration with MONRE, UNDP recently launched the Youth4Climate initiative in 2020. The initiative aims to strengthen the capacity of existing youth representatives and youth networks in stepping-up their climate actions in different frontlines to advance Viet Nam’s NDC. This initiative builds on UNDP’s long experience in mobilising and working with Youth and students in Viet Nam, including the 2030 Youth Force Viet Nam and in youth social entrepreneurship.

Specifically, the Youth4Climate initiative will:

  1. Raise environmental awareness of the Youth by building on active Youth networks, empower them to be agents of change and take swift actions to implement the climate commitments laid out in Viet Nam’s NDC.
  2. Listen to Youth’s voices to capture the current bottlenecks and opportunities they face in undertaking climate actions.
  3. Establish regular platforms for dialogues with the Government and policymakers in delivering the NDC in Viet Nam; and mentor Youth Delegates to contribute to Pre-COP26 Youth Events.

In this context, UNDP is looking for a highly motivated young Vietnamese person who is passionate about the protection of biodiversity and climate change and would like to be involved in creating and implementing a communication strategy to engage the public to take action for these issues.

  1. JOB OBJECTIVE

The National Intern is primarily expected to provide support for the Progamme Officers in the Climate Change and Environment Team in charge of the BIOFIN project. The assignment’s primary objective is to support the formulation and implementation of the communication strategy for the pilot in Hon Cau MPA. Besides, the intern will also provide support for relevant policy studies within the the BIOFIN project, as well as direct inputs in the Youth4Climate Innitiative of UNDP CCE.

Duties and Responsibilities

  1. SCOPE OF WORK

3.1 Support and actively contribute to the implementation of the project to Design and implement a tourism fee system for Hon Cau Marine Protected Area and the wider system of Marine Protected Areas (60%).

  • Contribute to the development and implementation of a communication strategy for the BIOFIN project in Hon Cau to target the following audiences: local stakeholders (authorities in Binh Thuan province, technical specialists, and law enforcement agencies), local communities, tourists and any other related stakeholders.

  • Undertake literature review of similar projects in other Marine Protected Areas and analyse the stakeholders to come up with communication channels and activities which will be appropriate in Hon Cau.

  • Design and create communication materials to disseminate to stakeholders of the project.

  • Provide logistic and administrative support before and during the implementation of the communication strategy.

  1. Other programmatic support to BIOFIN extended phase II project Portfolio (17%)
  • Undertake review of literature, support data collection and analysis on relevant topics of Harmful subsidies to biodiversity, etc.
  • Support administrartive and translation for UNDP field trips and research works, if required.
  1. Support and contribute to the Youth4Climate Inititive (17%)
  • Contribute to develop and curate contents for the Climate Hub targeting Youth and young enterpreneur audiences;
  • Undertake literature review, survey and explore creative communication options and tools for youth on climate science, data, good practices, policies and knowledge
  1. Other (6%)
  • Assist in preparing communication documents (meeting agendas, presentation slides, translation, etc) in these projects.

Required Skills and Experience

DEGREE OF EXPERTISE AND QUALIFICATIONS

  1. Fluent English and Vietnamese — the deliverables must be presented in either or both languages according to the audience.
  2. Proven track record of experience volunteering or working with NGO/CSO is an advantage
  3. Excellent ability to use basic computer software (Word, PowerPoint, and Excel) is required. Basic web image, layout and design, and video editing ability will be an advantage.

Intern at the time of application must meet one of the following conditions:

  • Be enrolled in a postgraduate degree programme (such as a master’s programme, or higher) in International Development, Environment and Natural Resources, Climate Change, Communications or related field;
  • Be enrolled in the final academic year of a first university degree programme (such as bachelor’s degree or equivalent) in International Development, Environment and Natural Resources, Climate Change, Communications or related field;
  • Have recently graduated with a university degree (as defined in (a) and (b) above) and, if selected, must start the internship within one-year of graduation;
  • Be enrolled in a postgraduate professional traineeship program and undertake the internship as part of this program.
