With 6 projects funded by EU and in order to ensure quality and timely reporting to EU on the progress of multiple programmes, a dedicated technical capacity is required to better monitor and record the results and progress against EU projects; and, to ensure the quality and accuracy of the results funded by EU. the additional IM and monitoring support will also be required to support the country office in some of the specific areas of the information management to ensure efficient and effective reporting and streamline of the processes between UNICEF, UNICEF implementing partners and UNICEF supported sectors.

Key Tasks and Responsibilities

• To work closely with all programme officers and specialists to conduct programme monitoring visits, situation analysis and collect beneficiary feedback using the dedicated tools and forms developed by the programme teams undertaken by EU or their Third-Party monitors.

• Liaise with staff members and third-party field monitors in order to ensure adherence to the accuracy of data and indicators in the eTools system

• In close collaboration with the Monitoring Associate, liaise constantly with field monitors in order to ensure quality of monitoring visits and quality of reports submitted.

• Liaise with programme sections to track the 4Ws (what, where, when and to whom) of key activities in EU supported areas.

• Mapping EU results framework with UNICEF different frameworks with those of the implementing partners in the programme documents.

• Coordinate UNICEF’s contributions to the EU’s programme databases (ex. VNG database, OPSYS, etc.) and to the monitoring work conducted with ICMPD.

• Weekly and quarterly data reports submitted by UNICEF implementing partners based on UNICEF output/outcome indicators.

• Monthly data reports submitted by sector partners based on agreed indicators

• Ad-hoc RRM, emergency and direct implementation data submitted by UNICEF staff based on standard and non-standard indicators.

• Support the IM on sector level by reporting missing data on Activity Info. To ensure no data discrepancy between data reported to UNICEF and to the sector by UNICEF partners.

• Act as the officer in charge in the absence of the IM or monitoring officers.

• Other IM or monitoring tasks can be assigned based on programme section needs.

To qualify as an advocate for every child you will have…

1. Bachelor’s degree in computer science, information systems, data analysis, or related fields.

2. Five years of relevant professional experience.

3. knowledge of basic data analysis concepts.

4. Strong communication in written and oral in Arabic and English.

5. Quality-oriented, creative, able to work efficiently under tight deadlines

6. Experience of working with diverse groups of people in emergencies is an asset.

The consultant will be working with various teams including UNICEF staff, UNICEF partners, Government Counterparts at the national and local levels. Therefore, the consultant is expected to have advance level of competencies in working within the teams and individuals to deliver the results for children.

Report on the number of visits, action points, and the progress of the project being implemented – and Complete eTools reports on the conducted visits, close the action points on the system

Monthly (number of visits based on requests from sections)

Liaise with SMs and TPFM to ensure adherence to the accuracy of data and indicators in the eTools system

Report of the results in case there is discrepancy in the data reported on eTools by the partners and make the necessary changes to the database accordingly

In close collaboration with the Monitoring Associate, liaise constantly with field monitors in order to ensure quality of monitoring visits and quality of reports submitted.

All monitoring reports adhere to the HACT procedure. All action points in the reports are addressed.

1 Report on the 4Ws for EU funded projects – this includes progress against EU grants results framework.
