1. Background

General Project Information

  1. The United Nations Children's Fund (UNICEF) is a specialized agency of the United Nations with a mandate to advocate for the protection of children's rights, help meet their basic needs, and to expand their opportunities to reach their full potential.
  2. The previous premises of UNICEF Uzbekistan was privatized, which resulted in the need to commence the process of the identification of new office premise with the national authorities. New office premises is being offered to UNICEF in the main building of approximately 1500 square meter along with the internal courtyard and a standalone structure that was used as a canteen and as a studio.
  3. This Terms of Reference is prepared to initiate the selection process for a qualified and experienced architecture/design company or individual designer/architect to provide conceptual and technical design of the new office space in line with UN standards including accessibility and environmental sustainability principles while ensuring wellbeing of staff.
  4. The total useful area is 1500 square meters, and the premise is consisting of main building, internal courtyard, and kitchen. The main building is 3 storied [Ground floor + 2 floors] with a basement. There is only one room (technical) in the basement.
  5. It is expected that there will be no requirement for major reconstruction work due to the inclusion of the building into the national heritage sites of the country.

2. Objectives and scope of works:

Uzbekistan Country Office (UCO) seeks to establish a contract with competent and technically qualified Interior Design Individual for the purpose of providing detail interior design & its implementation for the UNICEF New office building in Tashkent. The Objective is to ensure a pleasant, accessible and environment friendly working environment for UNICEF staff.

Scope of work

The individual will be required carry out all the services in compliance with international and local standards.

The scope of work includes:

  • Provision of interior design of the office building considering acoustic, lighting, circulation etc. aspects including:
  • Proper utilization of space by accommodating specific no. of staffs with space for consultants/staffs on missions etc. [Total 70-75 people]
  • Designing best suited theme & colour based open/semi open eco-friendly workstation system ensuring comfort and adequate space/person with circulation in office areas and furniture system in common areas [like- canteen, conference room, meeting rooms, etc.].
  • Design of Interior and exterior signage.
  • Propose user friendly optimal storage/file cabinets in workspaces and archive design for files separately.
  • Wall decoration (environment designing) [corridor, reception, canteen, main entrance etc.] with appropriate graphics/artwork/paint as per the requirement of space and design.
  • Use of right interior materials to ensure better indoor environmental quality like selecting acoustic/ insulating materials based on space requirement for sound management, keeping provision of maximum natural light etc.
  • Consideration should be given on the need for other space such as:
      • Two internal meeting Rooms for 8-12 Persons
    • One internal meeting Room for 8-50 persons
    • one external large meeting room for external events
    • Nursing Mothers Room
    • IT Storage
    • Furniture Storage for large meeting room
    • Photocopy Areas
    • Kitchen and Coffee facilities
  • Provide several options for layout, develop architectural and interior design drawings or computer assisted based on the needs and specific requirements.
  • Liaise with UNICEF ICT Associate to establish the wireless connectivity, telecoms and LAN cabling in the building and support with network/communication plan drawings.
  • Supervision of the Execution of the interior & any landscape work. The service provider will be responsible for the timely and satisfactory implementation of the agreed work and will monitor any other companies engaged on renovation work. The service provider will undertake effective periodic work progress reporting to UNICEF. The service provider will ensure all relevant certification is received for any renovation or other work.

Work Assignments Overview - Deliverables/Outputs - Timeline

1. Data Collection - 7 days

  • The assigned firm shall collect all relevant data; have meetings with UNICEF for understanding the requirements & preferred concept. All data collection information and output shall be brought together in the form of a report. The report shall be included as part of the design submission to the Client.
  • The Consultant shall identify local market conditions, including but not limited to material, technologies, and contractor local capacity.
  • The Consultant should also identify local cultural considerations (cultural aspects which might have an impact on the design and use of a building).

Design development & Approval - 20 days

The conceptual design from step 2 evaluation is to be developed based on comments, recommendations, and requirements of UNICEF. The design submission shall comprise of the following:

  • 2D layout for each floor
  • Layout showing arrangement of furniture and office equipment etc., as directed by the Client
  • 3D rendering of office & common spaces
  • Materials Specification details including catalogues, technical data sheet, samples, source of procurement
  • Landscape design & 3D
  • Signage design, layout & 3D

Estimated budget for renovation works.

Final detailed design package - 15 days

  • Final presentation of 3D & 2D to the client
  • Complete set of Interior design drawings including plan layouts, elevations, sections, typical and specific details, required detailed design of landscape & signage to enable a contractor to execute the works.
  • All design & furniture specifications, material details and plant specifications required to compliment the drawings
  • Final BOQ
  • Work schedule
  • A report detailing any health and safety risks inherent in the design

Oversight of the renovation works (architectural supervision) - 30-60 days

Daily oversight of the implementation of renovation works with periodic reporting to UNICEF on the progress, issues identified and provided solutions.

To qualify as an advocate for every child you will have…

  • Bachelor degree in construction, interior design, architecture or relevant area.
  • Interior design including floor planning (submit the portfolio of works).
  • Ability to use computer-aided design (CAD) software.
  • Proficient in Microsoft Office Suite or related software.
  • Strong visual design skills including proportion and aesthetics.
  • Practical knowledge of building codes and inspection regulations related to interiors.
  • Ability to prepare bill of quantity based on the design.
  • Expertise in layout, colour, lighting, materials selection, custom furniture and all installations.
  • Knowledge in English, Uzbek or Russian languages.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
