It accelerates progress towards realizing the human rights of all children, which is the universal mandate of UNICEF, as outlined by the Convention on the Rights of the Child, while also supporting the equitable development of nations.

The Core Commitments for Children (CCCs) call for the rapid provision and deployment of qualified personnel to act in the first eight critical weeks of humanitarian response and provide guidance for action beyond that, moving towards defined benchmarks.

Current situation in neighboring Afghanistan is getting worse after the withdrawal of U.S troops. Starting from an assumption that the security situation in Afghanistan may further deteriorate, significant internal displacement of population could also occur in border areas with a consequent population influx of refugees into Tajikistan. The number of population arrival could range from a small number to up to 50,000. Nevertheless, in the event of a major offensive, a medium-scale influx (up to 50,000 persons) from Afghanistan is the most likely scenario. This has been rated as Medium Risk (severe impact/moderately likely). Planning assumptions have been made on a positive approach from the Government of Tajikistan, with borders kept open to asylum seekers and cooperation with international actors in providing protection and assistance.

Additionally UNICEF is also providing support to the GoT regarding infrastructure improvement in schools, HCFs, and camps to improve access to safe water, adequate sanitation and suitable hygiene.

How can you make a difference?

The WASH Engineer provides technical, operational and administrative assistance throughout the WASH programming process. The Officer prepares, manages and implements a variety of technical, operational and administrative tasks, related to the development, implementation, monitoring and evaluation of the WASH output results of the country programme. The support provided by incumbent will enable the CO to achieve the results related to and development WASH-related output results of the country programme. This, in turn, will contribute to the achievement of the outcome results of the country programme document. When done effectively, the achievement of the outcome results will improve child survival, growth and development, and reduce inequalities in the country.

DESCRIPTION OF THE ASSIGNMENT:

The scope of the individual contractor’s services includes:

• Represent UNICEF in different coordination forums at sub-national level, ensure synergies and complementarity of UNICEF interventions with other partners.
• Draft updates for WASH situation analysis, to inform the development of WASH-related outcome and output results. Research and report on developments at field level pertaining to WASH for use in programme development, management, monitoring, and evaluation.
• Participate in and carryout periodic technical assessment to expand/reduce the scope and scale of response to Afghan influx and other situations as and when needed.
• Prepare technical reports and inputs for programme preparation and documentation, ensuring accuracy, timeliness and relevance of information.
• Contribute to the development/establishment of WASH-related outcome and output results, as well as related strategies, through analysis of WASH needs and priorities specifically focusing on Afghan Refugee influx.
• Provide technical WASH (both in camp and off-camp settings) and administrative support throughout all stages of the response ensuring smooth completion of activities.
• Prepare required documentations/materials to facilitate review and approval processes.
• Carry out technical monitoring of response on a regular basis and report on the use of sectoral programme resources (financial, administrative and other assets) and verify compliance with approved allocations, organizational rules, regulations/procedures standards of accountability and integrity. Report on issues identified to enable timely resolution by management/stakeholders.
• Prepare sectoral progress reports for management, donors and partners.
• Draft requisitions for supplies, services, long-term agreements and partnership agreements to ensure UNICEF is prepared to deliver on its commitments for WASH in case of an in close coordination with the WASH Specialist.

• Draft communication and information materials for WASH programme advocacy to promote awareness, establish partnership/alliances and support fund-raising for WASH.
• Participate in inter-agency meetings on response especially at the field level.

Performance indicators for the evaluation of results:

The evaluation of the results will be based on:

1. Technical and professional competence (quality of the reports and specification delivered to UNICEF);
2. Scope of work (Preliminary Assessment, Specifications and Final Commissioning Report prepared );
3. Quality of assigned tasks (Quality of technical documentations, drafts, and final versions);
4. Quantity of supervision activity (completing the tasks indicated in the table above within the set timeframe)

In addition, such indicators as work relations, responsibility, drive for results, and communication will be taken into account during the evaluation of the Consultant’s work.

To qualify as an advocate for every child you will have…

1) Education

• University degree in one of the following fields is required: civil engineering, sanitary engineering, water resource management or another relevant technical field. (engineering preferred). Advanced university degree/ relevant post-graduate courses that complement/supplement the main degree are a strong asset.

2) Work experience

• Technical expertise in emergencies, early recovery and post-crisis transition and development with focus on WASH infrastructure and construction is an asset.
• A minimum of 2-5 years of relevant professional experience in WASH-related programmes in Tajikistan is required. Experience with humanitarian and development context is a strong advantage.

3) Competencies

• Ability to persuade and influence, negotiate to obtain agreement, promote ideas.
• Ability to network and establish good relations with staff, partners and government.
• Strong overall knowledge and understanding of UNICEF programmes, financial and legal aspects of supply chain issues, ethics and risk management of supply chain operations.
• Solid understanding of logistics including transport and warehouse management.
• Resourcefulness, flexibility, and the ability to prioritize large amounts of work while under pressure.
• Good analytical, facilitation, communication and presentation skills.
• Politically and culturally sensitive, awareness of gender issues, with qualities of patience, tact and diplomacy

4) Language

• Fluency in English and Tajik languages;
• Fluency in Russian language is an asset.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
