The UNICEF Country Office in Albania has already supported MICS surveys in 2000 and 2005. The country programme 2022-2026 has included Multiple Indicator Cluster Survey (MICS) as a priority, aiming to produce data for: a) the monitoring of the situation of children and adolescents; b) the monitoring of the SDG realization; c) the monitoring of the implementation of the National Agenda for Children and other sectorial strategies focusing children; d) the monitoring of the implementation of the UN CRC recommendations in Albania, etc. The new round, MICS 7 will be ready in 2023, to be ready for use for MICS Albania in 2024.

NIMC is expected to manage tasks across several outputs that are outlined below, that correspond with the key steps of the MICS preparation and conduct. The detailed assignment of the tasks for each output will be done on weekly basis in communication of NIMC with UNICEF staff and INSTAT and will be subject to the dynamics and issues arising along the way. The responsibility of NIMC across the outputs outlined will be documentation and archiving of files

How can you make a difference?

Under the supervision of the Monitoring and Evaluation Specialist, the National MICS individual contractor (NMIC) will support and provide guidance to UNICEF Albania and the INSTAT with regard to MICS.

Based on the recommendations of the MICS UNICEF team, the NMIC will serve as a link between UNICEF Country office, INSTAT, UNICEF Regional Office and Headquarter, MICS Steering and Technical Committees, and the MICS related international consultants. Two of the latter have been hired by the Regional office – a international consultant for sampling, and one on the management of the household surveys. NIMC is expected to communicate effectively among all these stakeholders, responding promptly to MICS related needs and issues as they arise. NIMC is responsible to oversee each stage of the survey process and ensure it fulfills the quality standards set by UNICEF.

Support the organization of the meeting, including donor meetings for MICS.

Prepare concept note for MICS

Transmonee TM questionnaire

Support INSTAT in completing the TM;

Capacity building to national stakeholders, for any new indicators part of the TM;

Provide quality assurance for the final TM questionnaire;

In the framework of the above outlined the monthly deliverable of the NMIC will be the monthly progress report of activities undertaken, describing the activities during the month, highlighting results and challenges encountered.

The consultant will work full time as per office hours for a duration of 11.5 months.

To qualify as an advocate for every child you will have:

  • Relevant academic background, including master’s degree in statistics or information systems or data analytics.
  • At least 5 years’ experience in working with statistics, preferably official statistics.
  • Strong computer skills and strong expertise in statistical analyses (familiarity with data processing and data analysis software, particularly SPSS).
  • Experience in data analysis.
  • Excellent communication and interpersonal skills.
  • Excellent oral and written communications in English and Albanian required.
  • Demonstrated ability to work in a multicultural environment and to establish harmonious and effective relationships both within and outside the organization.
  • Preferably previous experience with INSTAT and UN in Albania.
