UNICEF Sri Lanka Country Office (SLCO) is in the process of developing its new CPD covering the period 2023-2027. The UNICEF CPD summarizes UNICEF’s contribution to the realization of the rights of every child, especially the most disadvantaged or vulnerable. The CPD covers for the duration of the country programme cycle (generally five years) anchored to national development priorities and aligned with the UN Sustainable Development Cooperation Framework as well as the UNICEF Strategic Plan 2022-2025 and Gender Action Plan, 2022-2025. It is submitted to UNICEF Executive Board for approval. Informed by the Situation Analysis, Common Country Analysis, Gender Programmatic Review, multi-hazard risk or conflict analyses, recommendations from human rights treaty bodies and the Universal Periodic Review, and national policies and Programme Strategy Notes, the CPD provides a convincing summary and strategic representation of the rationale and scope of the entire Country Programme, as well as how measurement and reporting on progress and achievements will be undertaken to deliver results for children.

In the context of the UN-Reform, the UNICEF CPD should be aligned to the United Nations Sustainable Development Cooperation Framework (“Cooperation Framework”). The Cooperation Framework, co-designed and co-signed by the UN development system and the Government, represents the UN development system’s collective offer to support countries in addressing key Sustainable Development Goal (SDG) priorities and gaps. The Cooperation Framework serves as a core accountability tool between the UN Country Team (UNCT) and the host Government, as well as between and among UNCT members for collectively-owned development results.

Every draft CPD submitted to the next Executive Board for approval should be accompanied by at least an advanced draft of the Cooperation Framework (CF) or results framework published on the DCO website. It is therefore important that the UNICEF SLCO CPD roadmap is aligned with that of the CF.

Given the complexity and heavy time investment in the CPD process, UNICEF SLCO is seeking a national consultant to support the development of the new CPD under the direction of and with guidance from the Deputy Representative and Programme Office in the Planning, Monitoring and Evaluation (PME) team.

  1. *Under the supervision of the Programme Officer (PME),the C**onsultant* to support the design and timely implementation of a roadmap to develop the new CPD 2023-2027 for UNICEF Sri Lanka

Activities and Tasks:

  • Support the finalisation of the CPD development roadmap which outlines the key steps in the drafting of a new CPD.
  • Monitor the timely implementation of the CPD development roadmap, ensuring close alignment to the Cooperation Framework roadmap and making adjustments as needed.
  • Provide facilitatory and logistical support for key milestone events, such as the Strategic Moment of Reflection and Results Based Management training.
  • Organise and help facilitate consultation meetings with relevant programme colleagues, other UN agencies, and key government and non-government stakeholders during the design of the new CPD.
  • Participate in relevant meetings and document action points for further follow-up.
  • Support with any other related tasks as may be required or assigned by the supervisor
  1. Work relationships: Based within the UNICEF Sri Lanka PME section, the consultant will report to the Programme Office, PME, and will work under the guidance of the Deputy Representative. The consultant will have to work with colleagues across the office and in the field offices in scheduling and facilitating meetings and consultations, documentation and follow-up.

The consultant will also have to engage with external stakeholders, including the UN Resident Coordinator Office, other UN agencies, development partners, government departments, civil society organisations, etc., as part of the consultation process that feeds into the development of a new CPD.

To qualify as an advocate for every child you will have…

  1. Education: Bachelor’s degree in social sciences, project/programme management or other relevant disciplines.
  2. Specialist skills/Training:
  • Previous experience in facilitating meetings with large numbers of participants
  • Strong writing and analytical skills for quality report writing and documentation
  • Strong presentation and communication skills
  • Strong coordination skills and ability to adhere to deadlines
  • Previous work experience with the UN is an advantage
  1. Years of experience: A minimum of 2 years of professional relevant experience and proven expertise with planning and development.
  2. Competencies:
  • Builds and maintains partnerships
  • Drive to achieve results for impact
  • Manages ambiguity and complexity
  • Works collaboratively with others
  1. **Languages required****: fluency in English (spoken and written) and in one of the local languages

Duration - 8 months (full time)

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
