UNICEF in Tajikistan and European Union are supporting the Ministry of Education and Science of Tajikistan (MoES) in the development of innovative mechanisms to ensure the continuity of learning for every child and adolescent in the country during COVID 19 pandemic. The efforts done to develop digital resources for grades 1 to 11 and as of phase two the MOES trying to further develop instructional materials, and subject specific content. To institutionalize the process and production of innovative teaching and learning resources the Teachers Innovative Centre was created under the Regional Inservice Teacher Training Institute (RITTI). This Teachers Innovative Centre provides a unique platform for rigorous regular education instruction via a combination of online learning and face-to-face instruction, which prepares teachers to transition into a rigorous distant and blended learning environment. This is an innovative educational experience with online content that empowers teachers and students to develop teaching and learning skills they need.

The national consultant will be requested to support Republican Inservice Teacher Training Institute (RITTI) and UNICEF with identification of open-source resources and translation of best teaching and learning resources and their final processing/validation from the MoES. The activity is to ensure a comprehensive review of good resources for teacher preparation and translation of them into Tajik language. Ensure good translation of the resources and further enabling the utilization of the resources as part of blended and face to face teaching and learning. Therefore, consultant will be requested to work with specific working groups at Republican Inservice Teacher Training Institute (RITTI) and a number of methodologists who are working to identify and translate educational resources.

Translation of different education materials and resources are central to the activation of the Teacher Innovation Center and similarly to effective transition of blended and uninterrupted learning. To meet the resulting demand for translation and editing of education resources UNICEF and Republican Inservice Teacher Training Institute (RITTI) seek a highly qualified contractor with sufficient capacity to undertake translations in an efficient and reliable manner. This would include a thorough, human review of translators at the MOES levels taking into account varying Tajik and English technical complexities.

Expected text volume to be translated is as part of Republican Inservice Teacher Training Institute (RITTI) 2022-23 workplan:

• Texts for translation are expected to include teacher guides, toolkits, TLMs, visual guides, innovative video and audio materials and research articles that could help to improve teaching and learning using different platforms.

The evaluation of the results will be based on:

  1. Technical and professional competence according to different age group specificities (quality of the product delivered to UNICEF).
  2. Scope of work (extent of activities related to the product).
  3. Quality and timeliness of communication with UNICEF and stakeholders as well as participants
  4. Quality of work (quality of education resources).
  5. Quantity and timeliness of work (completing the assignments indicated in table above as per timetable).

In addition, such indicators as work relations, responsibility, drive for results, and communication will be taken into account during the evaluation of the Consultant’s work.

To qualify as an advocate for every child you will have…

1. Education

  • University degree in education, social sciences, or pedagogy; use of ICT in education and or a relevant field.

    2. Work experience

  • A minimum of 3-5 years of professional experience in translation of education resources from Russian and English languages into Tajik

  • Strong skills of working with teachers of different background
  • Working experience with, or in, multilateral institutions is preferred.
  • Knowledge of UNICEF context in education sector is an added advantage.

    3. Competencies

  • Possess strong communication in building a network of the MOES stakeholders, media, and private sector.

  • Demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and meeting results.
  • Strong organizational, planning, oversight, and subject matter analytical skills.
  • Good judgment, initiative, high sense of responsibility, tact, and discretion.
  • Demonstrated cultural sensitivity and ability to establish harmonious working relations in a multicultural environment.
  • Exemplary leadership support to subordinates. Motivating and developing teams’ capacities to perform at their best.

    4. Languages

  • High proficiency in English, Tajik and Russian.

4. Examples of previous, relevant work related to the deliverables, indicating how ICT, mass media and distance learning challenges have been met in different circumstances.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
