Background UNICEF Tajikistan operates in a multilingual environment. The use of English, Tajik and Russian languages in its activities is an essential element of both internal and external communication and ensures effective and increased participation of all partners and international staff members in joint activities, facilitating greater communication and collaboration between UNICEF Tajikistan and our key stakeholders both from the government and other partner agencies.
PURPOSE:
Purpose of the consultancy is to support country team to translate, localize, edit and in timely manner prepare key documents ready to be shared with our external partners. In addition, under direct supervision of the Communication Officer, to accompany expatriate colleagues to the meetings with local counterparts, offering interpretation services. The consultant will be hired for a duration of up to eleven months, with possible extension an additional 11.5 months in case of (i) when a project with a finite mandate unexpectedly continues for more than 11.5 months and the services of that particular consultant/individual contractor are required; and (ii) where a temporary emergency or surge requirement with a finite mandate unexpectedly continues for more than 11.5 months and the services of that particular consultant/individual contractor are required. The consultant will be required to translate, localize and interpret with high level of proficiency and competence. The documents for editing include reports, communications materials, technical documents in the area of child rights and UNICEF thematic areas as well as other non‐technical documents to support communication needs of the country office.
DESCRIPTION OF THE ASSIGNMENT:
Under the direct supervision of the Communication Officer, the national contractor:
will support the UNICEF country office to translate and interpret from different language, support localization of the key documents for internal and external audiences.
will be responsible for delivery of the agreed upon objectives and will serve as the contact person during planning and implementation of the following activities:
Provide timely and professional quality translations of UNICEF documents, reports, publications and other documents on different subjects from/to English/Tajik/English. Ability to translate translation from/to English/Russian/English languages is preferable; ensure content accuracy and proofreading so that there are no omissions from the source and/or typographical errors;
Ensure consistently accurate and high-quality consecutive and simultaneous interpretation from/to English/Tajik/English, as well as English/Russian/English (preferable), at conferences, workshops and other public events. In particular, interpretation support at high level meetings, workshops, conferences and seminars.
Make necessary revisions according to UNICEF Style Manual provided and UN editorial style manual.
Maintain a list of commonly used UNICEF terminology for use in all interpretation/translation tasks.
Develop effective data management system (electronic and physical) to keep and store translated documents and refresh key documents on regular basis to have up to date products for disseminations.
The final reports or documents translated/edited will be the property of UNICEF in Tajikistan, which owns ultimately the copyrights to the reports/documents.

Performance indicators for the evaluation of results:
The evaluation of the results will be based on:
- Technical and professional competence (quality of the products delivered to UNICEF);
- Scope of work (e.g. No. of meetings with the stakeholders);
- Quality of work (quality of methodology, draft, and final report);
- Quantity of work (completing the tasks indicated in the table above within the set timeframe)
In addition, such indicators as work relations, responsibility, drive for results, and communication will be taken into account during the evaluation of the Consultant’s work.
Estimated duration of contract and remuneration: The assignment will be carried out in 320 working days spread over a period ranging from 01 April 2021 – 15 March 2022.

Insurances: UNICEF does not provide or arrange life or health insurance coverage for consultants and individual contractors, and consultants and individual contractors are not eligible to participate in the life or health insurance schemes available to United Nations staff members. Consultants and individual contractors are responsible for assuming all costs related to required inoculations, vaccinations and medical examinations. Consultants and individual contractors are fully responsible for arranging, at their own expense, such life, health and other forms of insurance covering the period of their services as they consider appropriate. The responsibility of UNICEF is limited solely to the payment of compensation for service-incurred death, injury or illness as per the provisions detailed below.
Recourse: UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines.
Ethical considerations: Adequate measures should be taken to ensure that the process responds to quality and ethical requirements. The contracted consultant should be sensitive to beliefs, manners, and customs and act with integrity and honesty in their relationships with all stakeholders. It should also protect the anonymity and confidentiality of individual information.
Mandatory trainings: Consultants and individual contractors, regardless of contract duration, must complete the applicable mandatory trainings. The link will be provided during the selection process for the successful candidates.

Travel costs and DSA will be covered in accordance with UN rules and regulations. No other remunerations apply. As a general principle, the fees payable to a consultant or individual contractor follow the “best value for money” principle, i.e., achieving the desired outcome at the lowest possible cost.
Please note that consultants and individual contractors are responsible for assuming costs for obtaining visas and travel insurance.
EVALUATION PROCESS AND METHODS:
Individual consultants/contractors will be evaluated based on a cumulative analysis methodology. The award of the Contract shall be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) having received the highest score out of a weighted set of technical and financial criteria.
During the selection, the ratio between the technical evaluation and commercial offer is 70 to 30.
