The UNICEF Child Protection (CP) programme component focuses on strengthening child protection systems, which will contribute to realizing children’s right to be free from violence, neglect and abuse, including the right to live in a family environment, as well as children’s access to justice.

The programme provides technical assistance to strengthen capacities and promote cross-sectoral collaboration in order to prevent and respond to cases of violence, neglect, abuse and family separation. Evidence-based advocacy aims at leveraging resources to implement alternatives to institutionalization, such as foster care. It also supports transformation of existing institutions to provide services to prevent family separation, particularly for children with disabilities. UNICEF plays a key convening role in promoting multi-sectoral child protection referral mechanisms and violence prevention programmes.

UNICEF is seeking a resource mobilization and child protection contractor who will provide professional technical, operational and administrative assistance to the programming process for the child protection programmes/projects through the application of theoretical and technical skills in researching, collecting, analyzing, and presenting technical programme information.

Under the direct supervision of the UNICEF Child Protection Specialist, and in close collaboration with the Child Protection Officer, the contractor will provide technical support and assistance to implementation of the CP WP 2021-2022 and resources mobilisation efforts.

Work Assignment Overview:

  • Provide professional technical, operational and administrative assistance to child protection priorities through the application of theoretical and technical skills in researching, collecting, analyzing and presenting technical program information
  • Support Child Protection resource mobilization design and preparation efforts, including by collecting, analyzing and compiling relevant information into concept notes and funding proposal(s)
  • Provide logistical support to organization of meetings, prepare required documentations/materials to facilitate the workshops related to De-institutionalization Road Map development, childcare reform and social service workforce capacity building
  • Work closely and collaboratively with internal and external colleagues and partners to collect/analyze/share information on implementation, including documentation of good practices, support visibility and communication activities, filed visits (human interest stories, documentation of key successes, etc)
  • Prepare technical reports and inputs for program preparation and documentation ensuring accuracy, timeliness and relevancy of information
  • Draft communication and information materials for CP program advocacy to promote awareness and support fund raising for child protection programs
  • Suggest innovative approaches and promote good practice to support the implementation and delivery of concrete and sustainable program results
  • Participate as resource person in capacity building initiatives to enhance the competencies of clients/stakeholders

To qualify as an advocate for every child you will have:

  • Bachelor’s degree in human rights, psychology, sociology, international law or other related field. Master’s degree is an asset.
  • Experience in proposal writing and development recommended, and specific experience related to EU and major donors (Swiss , Norway, Netherlands, Sweden, U.K. , USAID etc) an asset.
  • Ability to produce compelling narratives, high quality communication materials (project proposals, roadmaps, concept notes, HIS, documenting best practices and achievements etc).
  • Strong writing and communication skills required.
  • Ability to analyze documents (evaluations, reports, strategies), gather information from key stakeholders and synthesize into succinct format.
  • Knowledge of child protection, social protection, social welfare or related fields a strong asset.
  • Knowledge of international principles and legal instruments related to child protection.
  • Very good knowledge of the country context.
  • Familiarity with the UNICEF mandate.
  • Previous experience with UNICEF would be an asset
  • Fluency in English and local languages required. Working knowledge of another UN language would be an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
