  How can you make a difference?

Under the direct supervision of the Deputy Representative and in consultation with the sector emergency focal points, the Emergency Preparedness and Response Officer supports the Thailand country office in the implementation of the emergency preparedness and response plan in the country in regards to COVID-19, situation at Thai Myanmar border and other emergency situation which may arise such as flood, landside, etc. including field planning, implementation, monitoring and evaluation.

Work Assignment:

• Identifies formal and informal sources of information. Collects, interprets, and analyses all available data on the evolving emergency situation and its implications to the emergency operation. Keeps the effective flow of information and communication crucial for the planning and implementation of emergency measures. Identifies availability of resources in emergency prone areas
• Assists in the formulation of plans of action in preparation and response to emergencies.
• Assists in organizing staff training for the office’s capacity building in emergencies preparedness and response.
• Assists supervisor with assessment of local emergency and security situation. Visits the location to conduct an initial rough assessment of the magnitude of the crisis and its implications for children, mothers and the community. Provides input in and contributes toward determining priorities and an appropriate intervention by UNICEF. Coordinates with other partners to make a rapid assessment covering priority areas as defined by the Core Commitment for Children in Emergencies.
• Follows up with the timely delivery of assistance and procurement of supplies and monitors the appropriate and effective use of UNICEF resources. Identifies problems and constraints in project delivery.
• Participates in the implementation and monitoring of plans of action and workplans for emergency project.
• Participate in coordination meeting with external partners

• Contributes to resource mobilization and donor reporting

  End Product(s):

• Monthly report on planning, actions and progress

• Final report on actions and achievement

  Duration of Contract and Work Schedule: 2 January 2022 – 31 September 2022 (9 months) – Full-time basis according to UNICEF working hours.

Official Travel Involved: Official travel may require upon necessity.

Working Location:

- Based in Thailand with regular communication via email /Skype/Zoom/MS Teams

- Home based but will be required to visit UNICEF office if required

- All office supplies and materials will be provided by the Consultant

To qualify as an advocate for every child you will have…

• University degree in one of the following fields: social sciences, law, international relations, or other related disciplines.
• Two years of relevant professional work experience at the national and/or international levels in humanitarian program/project development, planning, implementation, monitoring, and evaluation
• Previous professional experience in emergency preparedness and response and in working with refugees is an asset
• Solid understanding of local context
• Ability to regularly travel to the field
• Fluent in English and Thai (written and spoken)
• Experience working with UNICEF and other humanitarian organizations an asset

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
