How can you make a difference?

The consultant is expected to complete the following activities:

  1. In collaboration with the MoH, elaborate a plan to organize the verification exercise to identify and collect mOPV2 (and possible tOPV) vials in the provinces, municipalities, coordination areas and health facilities with history of vaccine vial lost in line with Polio vaccine management SOPs for the Provinces of Bengo, Bie, Benguela, Cuanza Norte, Cuanza Sul, Cunene, Luanda, Lunda Norte, Moxico, Namibe, Huila, Zaire).

  2. In the Provinces of Luanda, Moxico, Huila, Namibe, verify in each provincial and municipal vaccine store, health facility, coordination area and any other relevant site, the presence of mOPV2 vials (and possibly tOPV vials); collect them transport them to the central level and ensure they are securely stored.

  3. In the Province of Luanda, Moxico, Huila, Namibe update the cold chain inventory with travel to each health facility. The assessment must include freezers, cold boxes and vaccine carriers and other cold chain equipment, with freeze capacity and prequalified vaccine carrier availability well documented.

  4. In the Provinces of Cabinda, Uige, Bengo, Cuanza Norte, Cuanza Sul, Malange, Lunda Norte, Lunda Sul, Zaire, Benguela, Bie, Huambo, Cunene, Cuando Cubango conduct remotely a cold chain inventory by gathering information through phone call or other possible means with Provincial , Municipal and, if possible, health facilities teams. The assessment must include freezers, cold boxes and vaccine carriers and other cold chain equipment, with freeze capacity and prequalified vaccine carrier availability well documented.

  5. Update the available national nOPV2 Vaccine Management plan in collaboration with the MoH.

  6. Monthly update of the nOPV2 Vaccine management plan to ensure all information is included in the plan (September to December).

  7. Capacity Building with on-site and on-job coaching on Vaccine Management at National Level

  8. Capacity Building with on-site and on-job coaching on Vaccine Management at Provincial and Municipal level in the Province of Luanda, Moxico, Huila, Namibe

  9. Support the Team Leader in in information management by giving information for the weekly report (21 weekly reports) and regular Mondays report (21 weeks) and participate in Emergency Operation Center (EOC) meetings, weekly coordination meetings with WHO Team and other GPEI partners (21 meetings), as well as weekly coordination Polio UNICEF meetings (21 meetings) and provide appropriate orientations and guidance on matters pertaining to vaccine management and cold chain logistics.

  10. Collect relevant information for DONOR visibility and reporting (i.e. pictures, documents) as well as create relevant content for social media (At least 10 approved pictures and 10 approved posts content).

During the whole period of the consultancy

To qualify as an advocate for every child you will have…

  • University degree in one or more of the disciplines relevant to the area of the expertise –Medicine or Public Health, logistics, Monitoring and Evaluation, Science / physics. Training in Cold Chain & vaccine Management will be an asset. A Diploma in combination with qualifying experience may be accepted in lieu of the university degree.
  • A minimum of 2 years of relevant professional experience in at national and decentralized levels in outbreaks response or routine immunization, public health and other relevant programs.
  • Demonstrated experience providing technical assistance to governments on the implementation of vaccine preventable disease outbreak responses and for routine immunization activities.
  • Demonstrated experience in managing cold chain inventory, vaccine and reverse logistics for vaccines during campaigns or for routine immunization activities.
  • Emergency work experience is an asset.
  • Familiarity with the UN system or NGOs is desirable.
  • Fluency in Portuguese is required. Working knowledge of English will be an asset. Knowledge of one of the Angolan local languages is an asset.

Remarks:

Duty Station: Luanda, Angola with field missions to at least 3 provinces and with approximately 20 nights in each province.

Terms of Payment: The consultant will be paid an all-inclusive fee (transportation costs, stationary, communication and other miscellaneous expenses) as per the stipulated deliverable and payment schedule.

Contract Duration****: 4 months
