The United Nations Partnership on the Rights of Persons with Disabilities Multi-Partner Trust Fund (UNPRPD MPTF) is a unique collaboration that brings together UN entities, governments, organizations of persons with disabilities (OPDs), and broader civil society to advance the rights of the Convention on the Rights of Persons with Disabilities (CRPD) and disability inclusive Sustainable Development Goals (SDGs).

Disability inclusion in North Macedonia has gained traction with the CRPD ratification and its Optional Protocol in 2011. The progress with deinstitutionalization, made possible with the UNPRPD support, revealed the complexity, gaps and opportunities for scaling up CRPD implementation and disability inclusive development. The Government remains committed to equality and inclusion, including persons with disabilities. Capitalizing on the progress made, it aims to accelerate and deepen systemic reforms and give effect to the preconditions necessary for disability inclusion into policies, programs and services that are aligned with international norms and standards.

The UN Country Team in the country successfully applied for the fourth call for proposals of the UNPRPD Multi-Partner Trust Fund, to jointly develop a country-level programme with the objectives to:

  1. advance CRPD implementation at the country level by focusing on the essential preconditions for disability inclusion across sectors, translating these into concrete policies, programs, and / or services which lead to systemic changes through a cohesive, inter-sectoral approach.
  2. improve and increase the implementation of disability inclusive SDGs at the country level by providing fundamental support to the UN’s collective response to the SDGs to address national priorities and gaps concerning persons with disabilities in national planning.
  3. Within the inception phase activities, an Induction Training is planned, with a purpose to develop understanding of and familiarity with the CRPD and disability inclusive SDGs and to deepen knowledge on the preconditions for disability inclusion required for inclusive policy making and programming, and to develop an understanding of the cross-cutting approaches underpinning all UNPRPD joint programmes. Using standardized training package, the Induction Training targets participants from UN entities, government, Organizations of Persons with Disabilities (OPDs) and any other partners that are involved in the country situational analysis, design and implementation of the proposed joint country level programme.

UNICEF is seeking qualified consultants with experience in disability and development and CRPD implementation. More specifically, UNICEF is seeking to engage skilled training facilitators, to deliver the UNPRPD Joint Program Induction Training on Cross-cutting Approaches and Preconditions for Disability Inclusive Development in North Macedonia, including:

  • A lead facilitator who will prepare and organize the Induction Training, implement multiple sessions and oversee the programme content, with significant demonstrated facilitation capability, content and context knowledge;
  • Co-trainer– Under the coordination of a lead facilitator/team leader, a co-trainer(s) supports the delivery of the training.

Under the supervision of the Child Protection Officer and in close cooperation with the UN project team, the Induction Training Facilitators will have the responsibility to:

  1. Adapt the training package prepared by the UNPRPD Secretariat to the country context and needs;
  2. Develop a plan for delivery of the Induction Training, including but not limited to development of a detailed agenda, distribution of tasks among the facilitators, designing sessions involving representatives of the OPDs as panelists, organize group work, etc. The training should be delivered remotely, or by using the hybrid modality in accessible facility settings, in a course of 6-7 days;
  3. Deliver training by making sure that it is facilitated in an accessible manner. UN Agencies will ensure sign language interpretation is available, as well other options as required;
  4. Conduct monitoring and evaluation of the training;
  5. Prepare training report, including key observations from the training and recommendations.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Social science, disability studies, international development cooperation or humanitarian action, or other relevant degree, or equivalent relevant work experience in disability, development/humanitarian and international organizations (Lead Facilitator/team lead)
  • Strong understanding of policy and programmatic issues related to the promotion of the rights of persons with disabilities in the North Macedonia.
  • A good understanding of development and/or humanitarian processes at country level, (including UN-led processes).
  • Extensive experience running trainings and demonstrated ability to adjust the pitch and method of trainings for audience and context.
  • Experience with inclusive facilitation techniques (working with sign language interpreters, with groups from various backgrounds and learning approaches, using multiple communication tools etc).
  • Experience working with organizations of persons with disabilities and demonstrated experience working to ensure the participation of under-represented groups.
  • An understanding of pre-conditions for inclusion (equality and non-discrimination, gender, accessibility, participation of persons with disabilities, CRPD-compliant budgeting & financial management, and accountability and governance).
  • Experience negotiating the roles of organizations of persons with disabilities, including underrepresented groups, in development cooperation or humanitarian programming as well as national level processes.
  • Fluency in English and Macedonian language is required. Knowledge of other local languages is an asset.

Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
