1.Background and Context:

The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does — in programs, in advocacy and in operations. The equity strategy, emphasizing the most disadvantaged and excluded children and families, translates this commitment to children’s rights into action. For UNICEF, equity means that all children have an opportunity to survive, develop and reach their full potential, without discrimination, bias or favouritism. To the degree that any child has an unequal chance in life — in its social, political, economic, civic and cultural dimensions — her or his rights are violated. There is growing evidence that investing in the health, education and protection of a society’s most disadvantaged citizens — addressing inequity — not only will give all children the opportunity to fulfill their potential but also will lead to sustained growth and stability of countries. This is why the focus on equity is so vital. It accelerates progress towards realizing the human rights of all children, which is the universal mandate of UNICEF, as outlined by the Convention on the Rights of the Child, while also supporting the equitable development of nations.

UNICEF Country Office is accountable to ensure that its strategies and plans for the promotion of child rights are evidence based and well-formulated feeding into results-based management, and that its performance is systematically monitored and reported against. Furthermore, in Montenegro, is committed to strengthening national capacities to engage in child rights monitoring. In order to do so, it is imperative to cooperate with national institutions to strengthen their capacity to provide evidence about child rights and what works for children. Likewise, it is imperative to continuously raise awareness and knowledge of adults about the rights of a child, as well as children as rightsholders.

2. Purpose of the assignment:

Due to the extended absences of the Child Rights Monitoring & Evaluation Specialist and the Planning & Monitoring Officer during the combined period of 6 months, UNICEF Montenegro requires support from a national consultant. To ensure uninterrupted continuity of work, the national consultant will support the office with key tasks on child rights monitoring as well as planning, monitoring and reporting as part of the UNICEF country programme. The consultant will implement a variety of activities that contribute to the key tasks.

3. Activities and Tasks

The consultant will work under the direct supervision of the Deputy Representative, and in cooperation with the Social Policy and the Planning & Monitoring Officer (during his presence).

Specific duties are as follows:

Planning, Monitoring & Reporting

• Support the Deputy Representative in coordination of the process of development of the Country Programme Document (CPD) 2022-2026.

• Support the Deputy Representative in contributing to the United Nations Sustainable Development Cooperation Framework 2022-2026 (UNSDCF) development.

• Support development of a Costed Evaluation Plan (CEP) for the 2022-2026 UNICEF Country Programme.

• Support the Office in complying with planning, monitoring and reporting requirements in accordance with corporate and contractual obligations

• Prepare monthly and ad hoc progress reports and dashboards ;

Data, Researches and Partnerships

• Support cooperation with the National Statistical Office Monstat to raise their capacity to collect and analyse data on child rights (SILC)

• Support cooperation with the Parliament to strengthen the national child rights monitoring system through i) the implementation of a thematic dialogue on child right issues and ii) marking of the Parliamentarianism days by conducting a simulation of the Parliament for adolescents

• Support cooperation with the Government of Montenegro for capacity development of the Council on Child Rights and its Secretariat

• Support UNICEF work on the private sector engagement and the establishment of the Business Council.

• Support the process of quality review of Research, Studies and Evaluations (RSEs) and act as a a focal point in the office and for liaison with external review facilities.

4. Key Deliverables and Timeframe

• Input to the CPD 2022-2026 are equity-focused, risk-informed and geared towards the achievement of results for children, particularly the most vulnerable groups and the CEP 2022-2026 is developed.

• Country Office reports are results-focused, comprehensive, of high-quality standard and timely submitted.

• Monstat is supported to automatize data collection and processing for child rights.

• Thematic dialogue with the Parliament and the Parliament simulation for adolescents implemented.

• The Council of Child Rights has strengthened capacities to monitor Montenegro child rights obligations, including the CRC.

In accordance with the Office dynamics, some of the deliverables might undergo changes or certain tasks could be replaced by other tasks, in joint agreement with the selected consultant and in accordance with his/her qualifications.

Duration: This assignment will commence on May 10, 2021 and will end on October 31, 2021 The Consultant is expected to work using personal equipment. Due to the ongoing coronavirus pandemic, some parts of the assignment will need to be carried out online.

5.Management and Organization:

Management: The Consultant will be supervised by UNICEF’s Deputy Representative. The consultant will work from the office/home in line with UN Eco House policy related to adherence to COVID-19 epidemiological measures.

Organization: National Consultancy, individual, is required, meeting the criteria described below. A UNICEF email account will be provided to the Consultant.

Schedule: The consultant will be engaged on full-time basis for the period of 6months from 10 May 2021 to 31st November 2021. The Consultant on full time engagement will have 1.5 day of PTO per month.

6. Qualifications and Background

Education:

• University degree in social sciences, economics or other relevant fields.

• Advanced degree will be considered as an asset.

Experience:

• Three years of relevant professional work experience in relation to monitoring of child rights and evaluation activities.

• Three years of relevant professional work experience in programme planning and implementation, monitoring and reporting activities.

• Experience in results-based management;

• Relevant working experience at national, regional and HQ level within UN/UNICEF or similar international organization will be considered as an advantage; Practical training on programme development, monitoring and reporting and/or evaluation will be considered as assets.

Language:

• Fluency in English (written and oral) and Montenegrin.

Other:

• Proven ability to work and collaborate in a team and maintain excellent collegial and respectful working relations.

• Ability to write quality reports.

• Capacity to research, evaluate and synthesize information.

• Demonstrated tact and high sense of responsibility and discretion;

• Demonstrates integrity and high ethical standards;

• Ability to work under pressure and meet tight deadlines.

• Highly organized, detail-oriented with ability to work quickly and efficiently as part of a team.

• Ability to build and sustain effective working partnerships with relevant partners.

• Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability.

• Excellent computer skills including MS Office.

7. Budget and Remuneration

• Consultancy fee

The candidates are requested to submit their financial offer consisting of monthly lump sum fee for the services to be provided. The Consultant’s fee may be reduced if the assignments/deliverables are not fulfilled to the required standard. In a case of serious dissatisfaction with the Consultant’s performance the contract may be terminated in line with UNICEF procedure in such matters and as spelled out in the Contract.

• Payment schedule

The payments will be made on a monthly basis.

• Recourse

UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines.

8. Application procedure:

Selection Method:

All applicants will be screened against qualifications and requirements set above.

Candidates fully meeting all the requirements will be further evaluated based on the criteria below.

  1. Technical Criteria - Interview – 70 % of total evaluation– max. 70 points

• Education: 15 points

• Previous experience: 35 points

• Technical questions at the interview: 20 points

Only candidates who obtained at least 70% of points from the technical part (who will score at least 49 points) will be qualified for considering for financial proposal evaluation.

  1. Financial Criteria - 30 % of total evaluation – max. 30 points.

• Financial scores will be calculated using the formula [lowest offer / financial offer of the candidate x 30]. The recommendation for award of contract will be based on best combination of technical and financial score. Based on verified nominations and final scores, contract negotiations could be initiated with one or more successful candidates.
