Assignment summary

UNICEF ECARO is implementing a project to apply behavioural insights solutions to improve the immunization uptake in the countries that are participating in the project. To undertake this task UNICEF ECA regional office has contracted the Behavioural Insights Team (BIT), a social purpose company. The BIT mission is to generate and apply behavioural insights to inform policy, improve public services and deliver positive results for people and communities. In Uzbekistan, the ECARO project activities are aiming to increase the uptake of COVID-19 vaccination among the population above the age of 65 in Uzbekistan.

BIT is currently working on the development of behavioural insights solutions to promote COVID-19 vaccination among the population above the age of 65. To ensure the alignment of the solutions into the local context as well as to evaluate the effectiveness of the solutions, the UNICEF country office in Uzbekistan is looking for a researcher based in Uzbekistan to carry out these activities.

Score of work:

The Consultant will provide support to SBC Officer in the following key functions / accountabilities:

  1. Provide oversight and project management for the implementation of the intervention:
  • Liaise closely with the BIT team and the primary healthcare facilities or makhallas to ensure clarity on what is required in terms of implementation of the intervention
  • Ensure all necessary staff members at the PHC or makhalla are fully aware of what is required of them, and have the time and resource to implement any intervention (if appropriate, dependent on the intervention)
  • Monitor the implementation of the intervention(s), for example if the intervention requires healthcare professionals or makhalla leaders providing an information leaflet to patients or community members the researcher will ensure the healthcare professionals or makhalla leaders have the materials and know how and when to use them
  • Provide regular feedback to the SBC Officer and BIT team on implementation, including any issues or barriers to effective implementation
  • Attend any training sessions scheduled by the BIT team to provide guidance on how to carry out the pre-testing activities
  1. Support with data collection and/or carry out data collection directly
  • Provide support with various aspects of data collection in order to assess the desirability, feasibility and viability of the intervention
  • This may involve coordination of surveys designed and produced by BIT, holding interviews with healthcare staff of patients
  • Analyse and summarise the findings of the data collection activities and share these findings with the BIT team
  1. Provide logistical support to the workshops following each cycle of implementation
  • Identify the relevant invitees to workshops to further develop the interventions following each cycle of implementation (e.g., healthcare workers at the health center or patients, makhalla leaders)
  • Arrange the logistics of these workshops, including agreeing on a date and time, scheduling the workshop (via Zoom) and inviting all participants
  • Work with the BIT team to prepare and deliver the solution iteration workshops
  1. Reporting
  • Facilitate regular written reporting throughout the implementation period, as well as develop final report of the intervention
  1. Other relevant tasks related to the project management

Timeline and deliverables

1. Provide oversight and implementation of pre-testing cycles with monthly reports / weekly briefings to BIT / UNICEF CO - 30 September 2022 - 30% 2. Provide oversight and implementation of TESTING cycles (solutions evaluation) with monthly reports / weekly briefings to BIT / UNICEF CO - 30 October 2022 - 40% 3. Ensuring data collection and organizing workshops during the testing cycles - 30 October 2022 4. Final report - 15 November 2022

To qualify as an advocate for every child you will have…

1. Advanced university degree in social and/or behavioural sciences, or a subject related to research skills 2. At least 3 years in conducting focus groups discussions and in-depth interviews

3. At least 3 years of experience in conducting and managing project and/or programme evaluations 4. Good command of English and Russian/or Uzbek

Management

The consultants will work under the supervision of the SBC Officer with overall guidance from the Chief of Communication. The consultancy is based in Tashkent with possible travels to the regions. In the financial offer the consultant should include the costs of 2 travels to the Tashkent region for the total of 4 days.

Resource requirements and payments

The contract will be issued for 5 months in 2022. The Consultant will be paid in 3 instalments as indicated in the Timelines and Deliverables based on deliverables upon submission of her/his report and subject to certification by the Supervisor.

Reservations

UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if deliverable(s) incomplete, not finalized or for failure to meet deadlines. UNICEF will reserve copy right of all developed materials and own primary data collected through this assignment. The materials cannot be published or disseminated without prior written permission of UNICEF. UNICEF will be free to adapt and modify them in the future. The contractor must respect the confidentiality of the information handled during the assignment. Documents and information provided must be used only for the tasks related to these terms of reference.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
