The consultant will support UNICEF and its partners for updating and implementing M&E systems, timely and effective reporting and monitoring that lead to improved program quality, accountability and reporting and system building for effective implementation of EPR,DRR and CEE programme.

How can you make a difference?

The purpose of this consultancy is to provide technical assistance to support Province and Local levels in:

a) Addressing child protection issues related to COVID-19 by establishing information management systems to track/assess existing local capacities/resources and identifying vulnerable children requiring immediate support for alternative care arrangement and/or other supports.

b) Lobby, advocacy with protection stakeholders and local governments on child protection for planning, budgeting and effective mobilization of local child protection mechanisms.

The major tasks of the consultant are;

The consultant will accomplish the following tasks :

  1. Provide technical support to capacity building of local stakeholders to leverage internal resources of local governments in their annual plans for child protection interventions.

  2. Provide technical support to local governments in establishing, capacitating and mobilizing Child Rights Committee to address existing child protection issues.

  3. Support implementation and monitoring of Social and Financial Training Package (RUPANTARAN) at local government level including at schools and communities against child marriage.

  4. Technical support to local governments to facilitate community police partnership on violence against children, including child marriage and child labour (Palika, school and community levels).

  5. Monitoring of in & out-migrants with focus on trafficking in women and children at key international border points in Province 2 namely Birgunj (Parsa), Bhittamod (Mahottari), Kunauli (Saptari), Gaur (Rautahat) and Madar (Siaha) of Province 2.

  6. Support to district and local level protection clusters mobilization and documentation of progresses.

  7. Technical support to select local governments on eliminating child labor and declaring the local governments child labor free.

  8. Technical support and advocacy with selected local governments in initiating child protection information management system.

  9. Provide technical support to partners to implement protection monitoring and incident reporting.

  10. Mapping out of services relating to survivors of gender-based violence with focus on young survivors.

Duration of the contract:

The total duration of the consultancy is 11 months tentatively starting from 1 March 2021.

a. Report on psychosocial needs and support rendered in select districts and local governments.

b. Analytical report on the basis of information collected using protection/social monitoring and incident reporting tools.

30 June 2021 Analytical report on the mapping of coverage and effectiveness of the Rupantaran Radio programme in the convergent palikas.

b. Summary report of overall consultancy engagement, lesson learned and best practices of COVID-19 response and child protection system strengthening

c. Report on short- and long-term services to survivors of gender-based violence- availability of, access to and delivery of services.

31 August 2021 Analytical report on in & out-migrants with focus on trafficking in women and children at key international border points in Province 2.

a. Sex & age disaggregated information compilation of monthly data.

b. Key initiatives of different agencies to intercept possible trafficking of women & children.

c. Report on implementation of the newly developed provincial protection response plan of province 2. (actively working actors, coverage of their services), gap and recommendations.

31 October 2021 Report on technical support to select local governments in declaring the local governments child labor free – processes adopted, major milestones attained, and plan developed and put into implementation for sustainability. 31 December 2021 Report on key lessons learned and best practices on strengthening child protection system including child protection policy/code of conduct at the local substantiated by human interest stories on psychosocial support, family preservation support, child labor and gender-based violence. 31 January 2022 Travel to Field is required under this assignment.

To qualify as an advocate for every child you will have…

  • Education

    University degree in law, social sciences or any other field related to child protection.

    Work Experience

    At least three years of experience in the related field

    • Technical knowledge on child protection including child protection in emergency

    • Relevant experience in planning and budgeting at local Level

    • Excellent Nepali and English writing and speaking skills

    • Relevant experience with UN agencies will be an added advantage.

    Competencies

    • Good communication, coordination, analytical and facilitation skills

    • Capacity to work independently and take initiative

    • Demonstrated commitment to delivering timely and high-quality results.

    Special skills

    • Technical knowledge and skills on child protection system strengthening

    • Computer skills (including advanced Spreadsheet/Microsoft Excel).

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
