The objective of this consultancy is to support the Social Policy, Evidence and Evaluation (SPEE) section at UNICEF in PFM and social protection budgeting-related engagements, including strengthening the capacity and budget processes, both locally and at the federal level, to promote more equitable and sustainable child outcomes through key social sector investments including social protection. The Consultant will assist in strengthening advocacy for enhancing investments in children. This will take into consideration the strong track record of Nepal on Child Family Local Governance (CFLG), which was endorsed by the Government through Child Friendly Local Governance strategy (2011). Child friendly local governance (CFLG) is a framework and strategy that places children in the center of all development policies, structures and processes in local government. It seeks to enhance good governance by mainstreaming child’s right to protection, survival, development, and participation as underlined in the convention on the rights of the child. CFLG also aims to ensure that all children, adolescents and women have access to social protection, education, health care, nutrition, sanitation, clean water, information, and other services, so that their rights to survival, development, protection and participation may be fully realized.

The assignment will support key line ministries and local governments towards improved capacity to plan, budget and execute key initiatives through equity lens and improve service delivery.

Specific Tasks:

  1. Provide technical assistance to strengthen federal and provincial government’s capacity to implement public finance management functions towards a more effective, efficient, inclusive and accountable fiscal federalism.
  2. Provide technical support to provincial governments on capacity building and training programs on PFM and PF4C.
  3. Provide strategic guidance on policy issues pertaining to PFM that support, among others, equitable health, education, nutrition and child protection outcomes.
  4. Provide inputs, technical support and interact with key development partners on joint PFM initiatives and advocacy.
  5. Regular engagement with GoN Ministries to advance child friendly budgeting and planning.

Duration of the contract:

The total duration of the consultancy is for 100 days over the period of August 2021 to January 2022.

  • Education: Advanced degree in social sciences (economics, finance, public administration or other fields relevant for the assignment).
  • Work Experience: A Minimum of 7 years of relevant professional experience on PFM framework, policies and instruments.
  • Special skills: Demonstrated experience and expertise in leadership and coordination of PFM activities at federal and local level.

The consultant must demonstrate:

  • Proven and extensive experience of providing advisory support to Government and public entities.
  • Strong knowledge of PFM systems and procedures of the GoN at all three tiers- federal, provincial and local.
  • Experience of working with UN and international organization will be an advantage.
  • Excellent coordination, facilitation and leadership skills.

UNICEF is not liable and the consultant/individual contractor is responsible for paying taxes incurred from the remuneration under this contract to the relevant government authorities following the Income Tax Act 2002 of Nepal.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
