The Program Monitoring and IM consultant will assist in tracking progress, reviewing monitoring and data collection processes, and consolidating of results. In addition to data collection and monitoring for all program locations, s/he will also provide direct technical support to partner and program teams.

Specific Tasks:

The consultant will accomplish the following tasks

• Gather existing protection program baseline data and identify opportunities to complement with programming data, as appropriate

• Compile quantitative and qualitative data to showcase UNICEF’s protection program, covering all program outcome areas

• In close collaboration with the Data Management Consultant, lead/support the development of strong data collection tools and monitoring & evaluation plans for the protection program

• Ensure efficient systems in place for program staff to collect and compile relevant and concise information for routine project reports and occasional special reports as required

• Provide training and capacity building in M&E to technical/implementation staff to ensure effective and accurate data collection

• Develop data collection and monitoring guidelines, formats and tools

• Ensure that data are recorded and stored effectively

• Provide technical support to the data management company managing Rupantaran database to ensure alignment with reference indicators

• Provide technical support to protection Cluster Thematic leads in ensuring consistent data quality assurance based on members inputs

• Support the adaptation of partners information management tools with a focus on justice and security partners

• Develop capacity-building and orientation materials for partners including guidance note on protection monitoring.

Duration of the Assignment:

The total duration of the contract will be for 11 months tentatively starting from 15 December 2020.

Deliverables for this Assignment:

Note: Travel will be required under this assignmen: Travel related cost will be reimbursed as per actual expenses.

UNICEF is not liable and the consultant/individual contractor is responsible for paying taxes incurred from the remuneration under this contract to the relevant government authorities following the Income Tax Act 2002 of Nepal.

To qualify as an advocate for every child you will have…

  • Advanced university degree in statistics, information management, sociology, development or other

    closely related field

  • At least five years of progressive experience in the field of social development, specifically related

    to child rights programme planning, monitoring, reporting, data analysis and data management

    • Technical knowledge in quantitative/qualitative/mixed methods, validity/reliability testing of

    data, data analysis, and interpretation and reporting of information

    • Excellent Nepali and English writing and speaking skills;

    Competencies

    • Good communication, coordination, analytical and facilitation skills;

    • Capacity to work independently and to take initiative;

    • Demonstrated commitment to delivering timely and high-quality results

    Special skills

    • Familiarity with government planning process and data collection mechanisms in social services

    • Technical knowledge and skills on development of Monitoring and Evaluation Framework

    • Familiarity with the children’s issues in Nepal

    • Experience with using a gender and equity approach in planning

    • Computer skills (including advanced Spreadsheet/Microsoft Excel)
