Video production services will be required on a need’s basis. This will include filming and producing video feature stories that capture the situation of children and women and video content to support UNICEF’s work in the country to advance child rights - captured through coverage of events (see examples Campaign Launch Event; World Children’s Day; World’s Largest Lesson, Generation Unlimited, field visits to UNICEF supported initiatives (see example – Inclusive dance) and human interest stories (see example – Majmire

has the love to give; Inspired to foster a child).

How can you make a difference?

UNICEF Country Office is looking to establish a roster of vetted professional videographers to provide video production services on a need’s basis. The video material will be used for UNICEF advocacy and communication purposes and to produce communication and advocacy materials to be used by UNICEF’s internal and external partners including other UN Agencies and across various platforms.

DELIVERABLES

Videographer will be engaged on a needs base throughout the roster period through request for services.

Based on the specific brief the consultant will be required to provide services including:

• Film and edit footage to produce 2-5-minute long, creatively designed video packages based on predefined advocacy priorities, complete with shot list, script, b-roll and voice-over.

• Attend pre-production briefing on issues being covered and participate in preparatory research and production planning.

• Produce short films based on human interest stories, capturing stories of change through the story of one or few protagonist(s) from the field.

• Develop scripts in English for the film and finalize with UNICEF.

• Shoot at various locations within North Macedonia.

• Shooting brief interviews/sound bites of people involved in the initiative for change.

• Source and obtain the relevant music that can accompany the video, in alignment with objectives of the product.

• Record voice over with good quality professional voices in various languages including English, Macedonian, Albanian and others as needed.

• Edit the film into an emotive, high quality and engaging product including the addition of graphics where required and subtitling of sound bites in English and local languages as required.

• Ensure that UNICEF videography consent form is signed by parents/guardians of all children featured in the video as per UNICEF guidelines.

• Present the film to UNICEF and make necessary changes post UNICEF feedbacks.

• Submitting final products including various mixes, related broll and interviews as per guidelines outlined in Annex 1.

• Consultant videographer supplies all equipment.

• On assignment for UNICEF the contractor is expected to show appropriate sensitivity to the people they are filming. Video professional is also required to follow UNICEF image standards that will be made available to selected contractor.

• Consultants are expected to deliver first cut edits of event coverage videos within 12 hours of the end of filming and final package within 24 hours of approved video; first cut edits of programme visit and first person narrative videos within 48 hours of end filming and final related package within 24 hours of approved video.

ESTIMATED DURATION OF CONSULTANCY

It is expected that the consultants will remain on roster for 24 months from 1 October - 2021-to 1 October 2023.

DUTY STATION

Assignments will be primarily linked to UNICEF’s work in North Macedonia; on rare occasions consultants on roster may be engaged by UNICEF offices in other countries and other UN agencies.

OFFICIAL TRAVEL

Some travel outside of Skopje, and on rare occasions international travel, may be required. UNICEF will cover related travel and transport costs as per local UN policy. All travel will be subject to approval before travel is conducted.

QUALIFICATION OR SPECIALIZED KNOWLEDGE/EXPERIENCE REQUIRED:

• Proven professional filmmaking skills related to conveying the situation of children to both local and international television audiences

• Demonstrated experience in videographer in child related development issues will be considered as an asset.

• Ability to edit video material in related software packages

• Qualifications or specialized knowledge/experience in video production;

• Video professional must have their own video equipment, including related hardware and software for post-production.

• Highly responsible sense of journalistic ethics and in-depth understanding of child protection issues in the broadcast/digital environment.

• Ability to interact and sensitively engage with members of vulnerable or discriminated groups in the society, persons with trauma, refugees, migrants, victims of trafficking and/or abuse.

• Technical ability and skill to conceal the identity of the subject where necessary, and still produce effective and strong communications materials.

• General understanding of human rights and the Sustainable Development Goals – Agenda 2030.

• Ability to deliver products on time and within budget.

PAYMENT TERMS

Payments will be based on deliverables and will be made in local currency, upon delivery and UNICEF satisfactory review of services as specified in the Terms of Reference. UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if

work/outputs are incomplete, or not delivered for failure to meet deadlines.

SELECTION CRITERIA

All proposals will be assessed first on their technical merit and subsequently on price. The proposal with the “best value for money” principle, composed of technical merit and price, will be recommended for approval. Performance indicators: Quality of shooting, editing and timely delivery of appropriate paperwork, shortlists, scripts, transcriptions.

Technical Evaluation Criteria

  1. Quality of portfolio: Quality of shooting, editing, and visual story telling -max 50 points

  2. Experience and qualification including equipment owned/to be used on assignment - max 10 points

  3. References - max 10 points

  4. Financial proposal - max 30 points

*Applications which will receive a minimum of 50 points in the technical evaluation will be considered further for financial proposal evaluation

Technical proposal:

  • A curriculum vitae (individual) and motivation letter;

  • Portfolio with links to maximum 5 videos with description of the role of consultant {eg. Example of video filmed and edited; example of video edited but filmed by other; example of video filmed but edited by other);

  • overview of equipment owned/to be used during assignment;

  • and three written references.

Financial proposal in Macedonian Denars, Gross amount based on the following: - Hourly rate for filming including equipment and personnel and time to edit and submitting b-roll and interview material - Daily rate for filming including equipment and personnel and time to edit and submitting b-roll and interview material - Hourly rate for audio-video post-production - Daily rate for audio-video post-production - Fixed rate for adding subtitles and basic text on 2-3-minute video [per language version]. - Estimate range of cost for purchasing rights to use background music. - Fixed rate for developing a 2-3-minute video feature stories around an event. The fee will be based on capturing 2-3 hours video footage of an event; interviews filmed during the same event; postproduction, ambient music; subtitles (three languages) and text captions. - Fixed rate for developing a 2-3-minute feature video around a child rights issue being address through the UNICEF programme. The fee will be based on 1-day filming of activities and interviews; postproduction, ambient music; subtitles (three languages) and text captions.
