Overview

Support the Government to develop a costing framework for the National Action Plan on the implementation of the European Child Guarantee.

You have:

  • Masters Degree in finance, economics, public administration and finance, accounting or related field
  • Minimum 8 years of proven experience in estimating the costs of policy documents implementation
  • Proven experience in analyzing complex data and supporting resource mobilization
  • Excellent written Romanian language skills
  • Working knowledge of English is an asset
  • Proven engagement with national and international institutions or organizations is considered a strong added value

Working arrangement - Remote work, Social Policy section, Chisinau, Moldova

TERMS OF REFERENCE

The purpose of this consultancy is to support the Government to develop a comprehensive costing framework for the National Action Plan (NAP) on the implementation of the European Child Guarantee in the Republic of Moldova, covering the period 2027–2030.

Minimum Qualification required:

Education

Masters Degree in finance, economics, public administration and finance, accounting or related field

Work experience

Minimum 8 years of proven experience in estimating the costs of policy documents implementation (strategies, programmes, action plans)

Knowledge/Expertise/Skills

Proven experience in analyzing complex data and supporting resource mobilization.

Language Requirements

Excellent written Romanian language skills. Working knowledge of English is an asset

Desirables:

Proven engagement with national and international institutions or organizations is considered a strong added value.
