The MSNP Governance Compliance consultant will provide support to MOFAGA under EU budget support for

Multi-Sector Nutrition plan implementation and MSNP Scale up throughout the country through MoFAGA, to

provide intensive support to ensure effective evidence-based programme planning, implementation and timely

reporting of MSNP-II progress of federal, provincial and Local government and leveraging resource for MSNP II

implementation from federal, provincial and Local governments.

How can you make a difference?

The major tasks of the consultant are;

 Support the development of a national MSNP scale up roadmap taking into consideration the COVID-19

context

 Support the preparation of MSNP-II review standards and templates for use in 59-MSNP districts (first

year) in collaboration with MSNP Volunteers and local government representatives

 Support leveraging of resources for implementation of the complete package of MSNP in 589 out of 753

local governments

 Provide technical assistance to MoFAGA to develop dashboard and fact sheets formats for use at local

government level

 Support the local government capacity development activities and processes for MSNP Implementation

 Support orientation and capacity building trainings to steering committees at province and local

government levels and of local government authorities and officials.

 Support to capacity building to MSNP Volunteers and local levels

 Support integrated planning, implementation support, monitoring, review and mainstreaming of MSNP

through integrated AWPB

 Support training activities for local government and provincial officials to effectively coordinate among

different sectors

 Prepare standard of procedure (SoP) and support local governments to prepare periodic planning with

budget allocation for MSNP

 Support and collaborate with NPC to revise or update the MSNP advocacy and communication strategy

by coordinating with sector ministries and nutrition and food security stakeholders.

 Support to improve information management system (Web Based Reporting System) in local

governments where MSNP is implemented and in those local governments targeted for scale up.

 Support MoFAGA to complete regular reporting of MSNP implementation status and progress

 Support regular MSNP review meetings by MoFAGA, provincial government and local government to

review MSNP implementation at these levels

 Support coordination with MSNP line ministries and provincial governments for reporting on indicators

for the proposed Budget support from European Union for implementation of MSNP II.

 Support to MoFAGA and other line ministries to prepare AWPB for FY 2021/2022

 Support to prepare social accountability tools and implement in selected local governments

 Provide technical support to facilitating coordination among the different sectors under MSNP.

 Document the good practices carried at local level and province level

 Prepare periodic report of MSNP implementation to be shared with sectors and EU

 Provide technical support to provincial MSNP Coordinators as and when required

In addition, the Governance and Compliance consultant is expected to carry out the following specific tasks;

Coordination and Facilitation

 Support and facilitate the MOFAGA support Local level to bring multi-sector stakeholders together and

organize multi-sector coordination meetings at the District Coordination Committee at district,

 Ensure regular meeting regular meeting of Nutrition and Food Security Steering Committee at province

and local levels,

 Coordinate and support to carry out orientation to members of parliamentarian member and

committees,

 Coordinate with sectorial ministries and its divisions at federal level to incorporate of MSNP in plans and

programs,

 Support to formulate technical EU Budget Support indicators based working groups in the federal level

to support province and local level.

 Support in strengthening coordination mechanism among District Coordination Committees (DCCs) and

local levels.

Technical Support

 Provide technical assistance in provincial and local level planning to increase investment on nutrition

specific and sensitive interventions and their smooth implementation

 Provide support to province and local level for multi sector planning and budgeting with adequate

attention to Gender Equality and Social Inclusion (GESI),

 Support to carry out Capacity Need Assessment of MSNP implementation and prepare capacity building

plan

 Support to organize capacity building activities for provincial and local level stakeholders

 Provide technical support to achieve national nutrition priorities as stipulated by the MSNP - II (2018-

2022), 15th Plan (2076/77- 2080/81) and SDG including gender and social inclusion and Nutritionfriendly

local governance in local plan, policies and strategies,

 Ensure technical support to DCC to carry out MSNP Volunteer review on periodic basis,

 Technical support to carry out MSNP progress review at federal level,

 Provide technical support to provincial MSNP coordinators in program planning, implementation and

reporting of the MSNP intervention at local level,

Reporting, Review and Monitoring

 Support to establish WBRS at the province, and local level and coordinate for routine and regular

reporting of MSNP implementation

 Prepare MSNP progress update in monthly basis,

 Collect and compile success stories and case studies on regular

 Establish MSNP monitoring system and support regular monitoring

 Facilitate visits to province and local level for monitoring MSNP implementation.

Advocacy and Social Mobilization

 Support to conduct orientation and advocacy events,

 Support to ensure incorporation of MSNP in policy, plan, program and budget including Medium - Term

Expenditure Framework (MTEF)

 Advocate for mobilization of internal resources for MSNP implementation,

 Support to carry out advocacy, social mobilization and communication programmes for MSNP

 Support Provincial MSNP Coordinators to plan and conduct behavioral change communication and social

mobilization activities focusing on food habits and nutrition including social norms to at province and

local level

Duration of the contract:

The total duration of the consultancy is 11.5 months tentatively starting from 01 February 2021.

Duty Station: The consultant will be based in the office of the MoFAGA.

III. Outline and documentation on FY 2021/2022 interventions

IV. Report of review meetings conducted by federal, provincial and local

governments

V. Summary of AWPB of MSNP for FY 2022/2023

VI. Regular update of MoFAGA, provincial and Local government and

MSNP implementation status

15 January 2022 To qualify as an advocate for every child you will have…

  • Education: University Degree in any Social Science, Management, Nutrition, Public Health, and or any other

relevant field

  • Work Experience: At least 5 years of experience working in similar roles supporting multisector coordination,

social mobilization, or governance for nutrition related projects with the Ministry or any government institutions

under multilateral /bilateral funded projects or programmes. Previous experience working at national

government level supporting local government capacity development an asset.

Experience developing annual workplans and budgets is considered essential. Previous work experience with

UNICEF or UNICEF supported project and government ministries is preferred.

  • Special skills and/or knowledge required: In-depth knowledge of the Multi Sector Nutrition Plan (MSNP) and

how it is operationalized at local government level. Knowledge of the Government of Nepal’s planning and

budgeting process is preferred.

Language Proficiency / Computer Skills

Proficient in speaking/ writing in English and Nepali

Good computer skill in Excel, Word, Powerpoint,
