Overview

Support BPBB implantation through data collection and management.

You have:

  • Master’s degree in Information Technology, Business Administration, Social Science, Demography, or relevant field.
  • At least 3 years of work experience in the field of information/knowledge management, data processing and IT programming and dashboard development.
  • Previous experience with UN or similar development agencies is an advantage.
  • Excellent communication and writing skills in English and Nepali.
  • Experience in developing and managing dashboard, real-time M&E systems, interactive programming/dashboards with complex data.
  • A consultant is required to have a computer for working with large datasets.
  • A consultant will be responsible for ensuring confidentiality of data and any documents they produce for UNICEF.

UNICEF is seeking an Information Management Consultant (IMC) who will support in strengthening BPBB implantation at

local level by generating and managing data, including real time monitoring of social protection programs and ensuring systematic information management by developing programming, training, and linking it to the government information management system through online platform.

The consultant will be responsible for ensuring two major deliverables a) establishing information management of BBBP programme (collecting data and making a dashboard for Palika and Provincial level b) rollout Real-time monitoring of the child grant in 25 Palikas in 7 districts in Province 2. While rolling out the real-time monitoring in collaboration with the Department of NID and Civil registration the consultant need make sure that the data is collected from both supply and beneficiaries' side. The consultant needs to develop an operational plan and implement accordingly.

The main objective of this consultancy is to provide technical support to the SPEE Section and Government (Chief Minister Office) province 2 to strengthen information management and monitoring system and support in effective dissemination of the key findings.

Specific Tasks:

  1. Develop operational plan to establish interactive programming for collecting information, and monitoring of BPBB as well as real time monitoring of SP programs, the child grant in particular) - 5 days

  2. Identify respondents/data collectors (form both supply and demand side) and train them on data collection and information management tools - 5 days

  3. Prepare a dashboard reflecting collected data both at Palika and provincial level- 15 days

  4. Train government/palika staff about the system, its effectiveness at the beginning and after one month of data collection/analysis with evidence - 10 days

  5. Analysis collected data/information of BPBB and SP and share monthly report - 10 days

Duration of the contract:

The total duration of the consultancy is for 5 months ( 45 working days) tentatively starting from 15 July 2021.

Deliverables for this Assignment:

Provide training to government/palika staff about the system, its effectiveness in the beginning

31 July 2021 Prepare a dashboard reflecting collected data both at Palika and provincial level.

Provide refresher training to government/palika staff about the system its effectiveness after one month of data collection/analysis with evidence and link collected BPBB and SP data to the local level palikas system.

15 September 2021 Completion and sharing of every month’s analysis report of collected data/information of BPBB and SP ( 5 analytical report submitted in monthly basis).

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
