The objective of the Regional Dialogue for the Future (DFF) Joint Programme “Fostering Dialogue and Social Cohesion in and between Bosnia and Herzegovina (BiH), Serbia and Montenegro” is to provide space for dialogue and interaction and capacity development between different groups, especially youth and women, media workers and teachers aimed at strengthening of social cohesion within Bosnia and Herzegovina and with Serbia and Montenegro. The Regional Joint Programme is implemented by three UN agencies namely UNDP (Convening Agency), UNICEF and UNESCO with the support of the UN Peacebuilding Fund, under the auspices of the BiH Presidency and in collaboration with a range of partners in the three participating countries. How can you make a difference?

Purpose of the Assignment

Under the overall supervision of the Education Specialist the national individual consultant will support coordination, monitoring, reporting and visibility activities for the Regional DFF Joint Programme and ensure UNICEF-specific components are appropriately concluded before the formal end of the Joint Programme on 30 April 2021. This consultancy is specifically focused on facilitating the completion of the programme activities and facilitate the UNICEF-related participation, information sharing and data collection for the final Joint Programme report to be submitted to the UN Peacebuilding Fund.

Major Tasks to be accomplished

Under the overall supervision of the Education Specialist the national individual consultant will specifically carry out the following tasks:

• Monitor the activities implemented by the organisations benefitting from the Small Grant Facility (SGF) of the Regional DFF JP. This will include programmatic/monitoring visits (online) and preparation of monitoring reports.

• Monitor the activities and provide support to the DFF partnership with the Faculty of Political Science (Sarajevo University).

• Monitor the activities and provide support to the implementing partners for the implementation of UPSHIFT.

• Consolidate UNICEF inputs for all Regional DFF JP inter-agency coordination, including the final report.

• Provide and coordinate with implementing partners various visibility inputs, including social media content, as per the Regional DFF JP communication & outreach strategy and policy advocacy component of the Joint Programme.

• Participate in and provide inputs and presentations for regional thematic dialogue platforms held as part of the Regional DFF JP (in BiH, Serbia, Montenegro).

• Prepare and participate in the joint final conference for the Regional DFF JP.

• Provide inputs for the Regional DFF JP final evaluation and review draft evaluation reports.

• Facilitate the communication with the implementing partners for the finalization of the baseline survey and liaise with implementing partners as requested on the collection of data for the end-line survey.

• Coordinate and liaise closely with UNDP, UNESCO, PDU and RCO to identify any support and advice required for the management, coordination, planning and implementation of the Regional DFF JP, including the development of any new programming activities as required.

Progress reports will be prepared on a monthly basis, to describe tasks completed, any constraints, and a proposed work plan for the following month. Monthly work plans with expected deliverables and timelines will be agreed with and approved by the supervisors.

Estimated duration of contract and tentative dates

February 2021 - May 2021 (70 working days), home-based

Official travel involved

Official travel may be required to specific locations in BiH and possibly to Serbia and Montenegro for regional meetings. However, this will be decided shortly before any meetings depending on the COVID-19 epidemiological situation which may prevent the possibility of travelling within and beyond BiH.

To qualify as an advocate for every child you will have:

  • University degree in social sciences, international relations, law, management and business administration or other relevant degree;
  • At least 2 years of relevant work experience and demonstrated knowledge of peacebuilding, enhancing social cohesion, communications and outreach, as well as programme/project management;
  • Sound knowledge and understanding of information technologies, communications and media knowledge;
  • Understanding of the overall political, administrative and institutional context of Bosnia and Herzegovina;
  • Knowledge and practical experience in the area of strategic planning, civil society engagement, communications and outreach, stakeholder cooperation, and project cycle design, management and implementation;
  • Ability to work independently as well as with teams;
  • Fluency in English and languages of BiH with excellent drafting and presentation skills is required.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
