The objective of the assignment is to provide technical support to NNFSS/NPC to develop capacity within the Secretariat to monitor, evaluate and report on MSNP-II implementation. More specifically this technical assistance will provide high level technical support to systems strengthening for monitoring and evaluation of MSNP-II and will establish robust monitoring, information management and reporting mechanisms/system needed for federal, provincial and local level to use to track progress of MSNP-II implementation and achievements.

How can you make a difference?

The consultant will perform the following tasks;

Monitoring, Evaluation, Documentation

  1. Strengthen multi-sector multi-stakeholder coordination and periodic reporting
  • Liaise with the MSNP sectoral ministries and departments to obtain relevant data for MSNP monitoring and reporting purposes
  • Coordinate with the Monitoring and Evaluation Division of National Planning Commission (NPC), Central Bureau of Statistics (CBS) and M&E unit of the sectoral ministries and departments for the necessary information and update of the M/E Management Information System (MIS).
  • Liaise with the MSNP sectoral ministries, departments and stakeholders and review their workplans alignment with the MSNP results framework
  • Support in establishment of linkages with the Web-Based Reporting System run by MoFAGA, Nepal Food Security Monitoring System (NeKSAP) the Integrated Phase Classification (IPC), and other Management Information and monitoring systems related to nutrition and food security
  • Support and ensure the evidences and documentation for review of the annual and periodic plans related to nutrition and food security.
  1. Monitoring of result framework of MSNP -II
  • Support to formulate of M&E framework for all sectoral ministries considering gender equity and social inclusion component
  • Ensure effective implementation of the MSNP -II Result Framework
  • Identify the processes and mobilize concerned agencies at all levels to implement the M&E Framework

  • Facilitate regular Monitoring, Evaluation and Management Information System (MEMIS) , Technical Working Group (TWG) meetings

  • Maintain network of MEMIS officials/officers
  • Support to develop and finalization of M&E guideline and training materials and incorporate it in the capacity development plan
  • Facilitate and coordinate field visits, joint monitoring visits and preparation of reports
  • Prepare MSNP monitoring checklist for MSNP monitoring visits
  • Support sectoral ministries, departments and external development partners to carry interventions mapping and identify data gaps in nutrition
  1. Facilitation of planning and review activities
  • Support to Good Governance and Social Development Division, Women, Children and Health Section of NPC, NNFSS and MSNP sectoral ministries and departments to ensure that the plans from the districts as well as central ministries are sufficiently integrated in nutrition and food security interventions in line with MNSP -II
  • Support incorporation of proposed plans into annual work plan and budget of the relevant ministries (work closely with the programme officers- Advocacy & Communication and Nutrition)

  • Support and monitor the implementation status of the nutrition and food security interventions/programs through MSNP sectoral ministries, departments and development partners

  • Support to organize annual review of MSNP -II at federal and province level
  • Prepare the MSNP II Mid- Term Review and support NPC/NNFSS to lead the process.
  1. Strengthen Nepal Nutrition and Food Security Portal (NNFSP)
  • Support review of the Nepal Nutrition and Food Security Portal (NNFSP) and its regular update
  • Coordinate with the sector ministries and departments along with the key stakeholders to obtain relevant information for the portal
  • Coordinate with the IT section of NPC and IT support team at UNICEF for regular update of content of Portal.
  • Collect, edit and upload all the relevant information to the portal with the approval of the Division Chief/Joint Secretary of Good Governance and Social Development Division, NPC
  • Prepare response matter to the readers based on the received suggestions / feedback
  1. Documentation, Reporting, Dissemination
  • Produce regular progress report of the NNFSS as per the implementation status of MSNP -II along with success stories, case studies and lessons learned
  • Ensure that the Nepal Nutrition and Food Security Portal has been updated regularly
  • Obtaining, extracting and compiling information related to nutrition initiatives from secondary information, publications, libraries and other sources to prepare advocacy documents and presentations.
  • Provide data on nutrition and food security for the preparation of various communications materials, including the MSNP annual results report
  • Prepare report of MSNP Annual Review and Planning meeting among sectoral ministries, departments and development partners at federal and provincial level to review progress, identify gaps, discuss on challenges,
  • Review and finalize the reports of MSNP implementation receive from sectoral ministries and UNICEF
  • Prepare report of MSNP -II implementation to submit EU for budget support
  • Support to specific task groups for each indicator of EU budget support to review progress and identify gaps on Indicators biannual basis
  • Support to carry out Capacity Need Assessment of MSNP -II and development of Capacity Building Plan for MSNP sectors
  • Support NPC/NNFSS, sectoral ministries, departments and EU to carry out various types of research and studies on MSNP -II implementation
  • Contribute in different types of research and studies carry out by multi-sector stakeholders on nutrition and food systems
  • Documentation of MSNP progress for SUN Movement related activities and support in preparation of SUN Joint Annual Assessment (SUN JA)
  • Support SUN Government Focal Point, Women, Children and Health Section, NPC and MSNP Coordinator to review and provide input on nutrition and food system related documents of SUN networks, multi -sectoral stakeholders and SUN Movement Secretariat.
  • Support SUN Government Focal Point, Women, Children and Health Section, NPC to prepare presentation and notes for the meeting/workshop organize by SUN Movement and other stakeholders at national and international level
  • Support for financial tracking to identify investment made and funding gap for MSNP implementation
  • Assist Division Chief of Good Governance and Social Division and SUN Government Focal Point, who is also the member of the SUN Executive Committee in discharging his duties related to SUN Executive Committee member

Duration of the contract:

The total duration of the consultancy is 11.5 months.

Annual work plan of 2078/209 To qualify as an advocate for every child you will have…

  • Education: Advanced University degree in Statistics, Epidemiology, or any other relevant fields.
  • Work Experience: Minimum five (5) years of strong experience on monitoring and evaluation in nutrition or public health. Experience in data management, analysis, interpretation and report writing. Good knowledge on using SPSS or STATA for data analysis.
  • Skills: Strong Documentation and Write Up in English as well as graphic contents is essential
  • Previous work experience with UNICEF is an asset
