Under the supervision of the Communication Specialist and in close coordination with C4D, Health Section, the RCCE working group/lead and other relevant stakeholders, the consultant will provide technical assistance and coordinate the implementation of: the social listening initiative in aspects of social media monitoring using Talkwalker and other modalities, coordinating with other sources of

social listening, and support with digital/online content production and dissemination linked to vaccination.

The consultancy will also, working together with other colleagues, focus on the establishment and coordination of a Media Crisis Hub that will be run day-to-day by a PR agency for the urgent, rapid deployment of response writers and coordinators in coordination with the MoHP. The Media Crisis Hub will require writers and the coordinator to work in 2 shifts seven days a week. The UNICEF designated

coordinator will be expected to lead and supervise the media monitoring and analysis and response drafting activities and interface with relevant stakeholders. She or he will coordinate between partners for smooth functioning of the Media Crisis Hub.

How can you make a difference?

The major tasks of the consultant are;

Social Listening

  • Support UNICEF’s Digital Engagement in collaboration with the C4D in relation to monitoring, evaluation and research in response to COVID19 and related to COVAX.
  • Develop and implement a social listening and engagement action plan with a focus on the impact of the COVID-19 epidemic and COVAX.
  • Leverage an online monitoring tool to track misinformation and rumors. Track online narratives and conversations that may impact immunization programs.
  • Produce regular briefs for C4D and communications colleagues that synthesizes multiple online and offline sources of data, identify signals and trends, describe current narratives, and provide recommendations and guidance
  • Develop online monitoring and evaluation framework for digital engagement activities

Media Crisis Hub:

  • Supervise and lead the media monitoring and analysis, response drafting activities and interface with stakeholders.
  • Synergize the media-digital media monitoring process.

  • Effectively coordinate with relevant sections/ persons in MoHP for timely clearances on the drafted response

  • Understand the analysis, trends, sentiment, perspectives and consultation with UNICEF suggest strategic proactive actions including media interviews/articles/opeds
  • Support the development of a repository of responses drafted, key messages etc. by the Ministry for COVID-19 vaccine response.
  • Provide regular feedback/support/guidance to the RCCE.

Duration of the contract:

The total duration of the consultancy is 11 months tentatively starting from 15 February 2021.

Duty Station: The consultant will be based in Kathmandu, working remotely.

To qualify as an advocate for every child you will have…

  • Education:Bachelor's Degree in Journalism, Mass Communication, Public Relations, Digital Media, Health Communication or related field.
  • Work Experience:

    Five years of progressively responsible and relevant professional work experience in digital-based communication, marketing, PR is an asset.

Language Proficiency / Computer Skills

Written and spoken fluency in English. Knowledge of local language of the country where the support is needed will be advantage.

Functional Skills and Knowledge

Excellent communication skills, both oral and written are required. Working knowledge of the private sector in Nepal and Youth related networks is an advantage.

Other Skills: Computer literacy: Proficient in use of Microsoft Office applications, Email. Familiarity and experience of using desktop publishing and multimedia production applications will be considered as an asset.

UNICEF is not liable and the consultant/individual contractor is responsible for paying taxes incurred from the remuneration under this contract to the relevant government authorities following the Income Tax Act 2002 of Nepal.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
