Under the overall guidance of the Chief of Education, the consultant will provide assistance to the Education Section of the UNICEF Country Office and the Kilinochchi Field Office to support the overall coordination, implementation, monitoring and documentation of the KOICA-supported education project in Kilinochchi, Northern Province. The consultant will be guided by the Education Officer in UNICEF Kilinochchi Office and the KOICA Officer in UNICEF Colombo office for day-to-day operations. The consultant is expected to work closely with relevant staff of Education team of UNICEF (both in Colombo and Kilinochchi offices), and the relevant partners including government officials and NGOs, etc

Activities and Tasks:

Support Monitoring and Evaluation (M&E) efforts of capacity building activities led by the Kilinochchi South and North Zonal Education Officers (ZEO)as well as the Northern Province Provincial Department of Education (PDE).

  • Support coordination of regular data collection by providing translation, administrative, and logistical support and report back to UNICEF with collated data.
  • Provide assistance to education officials of Kilinochchi South and North ZEOs as well as the Northern Province PDE to review, revise, and update the monitoring template on a weekly basis.
  • Provide assistance in organising monthly review meetings with relevant education officials at the Zonal and Provincial level including Assistant Directors, In-Service Advisors, and Zonal Directors, collecting monthly monitoring updates, and documenting key results and actions points of meetings.
  • Provide assistance in coordinating with relevant stakeholders to collect inputs for end-line studies, evaluation and donor reporting (i.e. annual and biannual report).

Support coordination, implementation, and documentation of the capacity building activities of teachers and education officials led by the Kilinochchi South and North ZEOs as well as the Northern Province PDE.

  • Provide administrative and logistical support to the Programme Officer in the UNICEF Kilinochchi Field Office to coordinate with relevant stakeholders and implement the planned and agreed capacity building activities at the Zonal and Provincial level.
  • Support documentation of key activities, results, and best practices using templates designed by UNICEF by attending workshops, events, and activities and consulting relevant stakeholders.
  • Provide assistance in the development of communication products including videos, human interrest stories, and case studies.

Provide administrative and logistical support to implement the supply activities of the Education Environment Improvement Project in Kilinochchi District.

  • Coordinate with relevant stakeholders to retrieve the necessary inputs to finalise the supply list.
  • Coordinate with relevant UNICEF staff members in the Sri Lanka Country Office and the Kilinochchi Field Office to ensure successful procurement and delivery of supply items, as necessary.

Travel - If the duty station of the consultant is in Colombo s/he is expected to spend minimum 2 weeks every month in Kilinochchi.

To qualify as an advocate for every child you will have…

Minimum Academic Qualification: A Bachelors' Degree in Education, Social Sciences, International Development or any other relevant field

Years of experience: Minimum 2 years of professional experience in relevant field/tasks.

Knowledge/Expertise/Skills/Language required:

Strong skills in coordination as well as documentation and administrative tasks. Knowledge of and experience in the education sector in Sri Lanka is a strong asset. Experience in coordinating with local government officials is a strong asset. Working experience especially providing administrative and logistical support in UNICEF/UN or other international development organization is an asset. Working experience in/with Northern Province and/or KOICA is a strong asset. Excellent English oral and writing skills. Excellent Tamil language skills is required. Sinhala language skills is an asset.

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
