BACKGROUNG In light of office “greening” strategy, decreasing of power consumption from unstable centralized governmental power grid, protecting high-value equipment and ensure office security is up 24/7, UNICEF Tajikistan Country Office in cooperation with other UN agencies located in Lotus Hotel (UNCP2) considering installation of nature safe, grid-off solar powered system to supply independently all above indicated areas.

PURPOSE:

The overall purpose of the assignment is to assist UNICEF Tajikistan to identify energy consultation of security/critical systems and workout specification for installation of off-grid solar powered energy system.

DESCRIPTION OF THE ASSIGNMENT:

  1. The scope of the individual consultant’s services includes:
  2. a) provide a technical and financial assessment of solar rooftop PV installations;
  3. b) prepare technical specifications and criteria for engagement of legal entity to supply and install the solar rooftop PVs:
  4. c) provide technical assessment inputs during selection process, supervise the process of installation and acceptance/commissioning of the solar rooftop PV system;
  5. d) supervise the O&M responsibilities of the contractor supplying and installing the solar rooftop PV system for UNCP 2 building, located at 5/1 Lokhuti street, Dushanbe, Tajikistan.

Task 1: Assessment to determine the technical and financial feasibility for installation of the off-grid solar powered solutions;

Propose the Optimal Solar panel solution specifying the Total Costs Investment, optimal sizing of the Solar PV Capacity, Energy Production Capacity, Renewable Fraction, Grid usage, Annual Monetary Savings, payback period, CO2 Emissions Saved, net electricity grid exchanges (if applicable), Annual Monetary Savings, and with factors to be considered as below:

  • The availability of sunlight throughout the year and the area available on the rooftop to calculate the power that can be generated.
  • The orientation of the rooftop towards the sun, considering the exposure towards the south for the panels.
  • The angle facing south for placing the roof panels that receive the maximum possible sunlight.
  • Assessment if there are nearby high-rise buildings or other sources of shading not to hinder the exposure of the solar panels to sunlight.
  • Determination of how much rooftop to use for solar panels, including the availability of sunlight and the space available on the rooftop; the maximum power that can be generated for producing electric power.
  • Access to roof for installation and Load bearing capacity of the roof and need arrange suitable structures based on the quality of roof.
  • Minimum clearance of the structure from the roof level.
  • Local regulations pertaining to solar PV.

Task 2: Prepare technical specifications for procurement and installation of solar rooftop PV system, including bill of quantities with costs estimates

The technical specifications should include description of individual actions and unit’s measures (bill of quantities and costs estimates; (specifications should not indicate the name of the manufacturer).

Thus, the technical specification must include details as follows, but not limited to:

  • Solar Photovoltaic Modules
  • Adequate protective devices against surges at the PV module.
  • Qualification of the module frames.
  • Tolerance rate of output power of any supplied module.
  • Variation of the peak-power point voltage and the peak-power point current of any supplied module and/or any module string.
  • Junction box for module, such as terminal connection, type, arrangement, lid, cable gland entry points, etc.
  • I-V (current-voltage characteristic) curves at STC (Standard Test Conditions)

Task 3: Supervise completion and acceptance/commissioning of the PV implementation contract:

3a) Technically supervise installation process and workout recommendations where required;

3b) Observe and technically supervise completion/commissioning of installation works.

3c) Assist in peraration of the Taking-over Certificate after performance tests carried out after completion.

Note: Due to COIVD-19, the work and deliverables are subject to change. Consultant need to be flexible to adjust to any unforeseen adjustments that might occur during the implementation

Performance indicators for the evaluation of results:

The evaluation of the results will be based on:

  1. Technical and professional competence (quality of the reports and specification delivered to UNICEF);
  2. Scope of work (Preliminary Assessment, Specifications and Final Commissioning Report prepared );
  3. Quality of assigned task (Quality of technical documentations, drafts, and final versions);
  4. Quantity of supervision activity (completing the tasks indicated in the table above within the set timeframe)

In addition, such indicators as work relations, responsibility, drive for results, and communication will be taken into account during the evaluation of the Consultant’s work.

Estimated duration of contract and remuneration: 60 days in the period of August-September 2021

Duty station: Dushanbe

On-site working days: 30 days.

Off-site working days: 30 days.

QUALIFICATION REQUIREMENTS:

Education:

  • Bachelor’s degree in Electrical Engineering or Masters in Renewable Energy or in power systems elaboration with minimum of 5 years’ experience in the field of substation designing, electricity transmission & distribution system design, operation.

Work Experience:

  • A minimum of three years of documentary proofed experience in elaboration and development of solar powered systems;
  • Experience in supervision of SPS installation processes is an asset.

Competencies:

  • Expertise in design of electrical systems, including SPS with distribution network.
  • Technical knowledge of the modern schemes of SPS and equipment requirements.
  • Expertise in development of specification and BoQ for SPS.
  • Strong organizational, planning, and analytical skills.
  • Good judgment, initiative, high sense of responsibility, tact and discretion.
  • Demonstrated cultural sensitivity and ability to establish harmonious working relations in a multicultural environment.

Language:

  • Excellent written and verbal communication in Russian and Tajik
  • Working knowledge of English is an asset.

Travel costs and DSA will be covered in accordance with UN rules and regulations. No other remunerations apply. As a general principle, the fees payable to a consultant or individual contractor follow the “best value for money” principle, i.e., achieving the desired outcome at the lowest possible cost.

Please note that consultants and individual contractors are responsible for assuming costs for obtaining visas and travel insurance.

EVALUATION PROCESS AND METHODS:

Individual consultants/contractors will be evaluated based on a cumulative analysis methodology. The award of the Contract shall be made to the individual contractor whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) having received the highest score out of a weighted set of technical and financial criteria.

During the selection, the ratio between the technical evaluation and commercial offer is 70 to 30.
