Under the supervision of the Partnerships Specialist, the Reporting Officer will be responsible for preparing reports on and within the UNICEF State of Palestine programme to ensure accountability to stakeholders including development partners and donors. He/she will ensure State of Palestine Country Programme provides a high-quality reporting function in the office, including timely preparation and completion of quality reports, presentations and briefing papers amongst others related to due donor reports/ requests.

How can you make a difference?

As an advocate for children, you will have the following duties/tasks:

Ensure development of quality and timely donor reporting

  • Coordinate with CO programme colleagues to ensure good quality and timely reports as well providing guidance and quality control on donor reporting and requirements.
  • Support the Partnerships Specialist to establish a well-functioning system of managing the records of CO donor reports including checking reports against a quality checklist.
  • Work with the sections to ensure quality development of donor reports that draw on information resources in a timely manner.
  • Conduct donor report quality control to ensure conformity with the proposals, funds utilization and planned results. Review, edit and advise on layout and contents of the donor reports in cooperation with programme sections.
  • Ensure timely submission of donor reports. Maintain a donor reporting schedule and provide timely reminders to the sections to ensure that all donor reports are sent on time. Alert systematically the senior management (Special Representative and Deputy Representative) to ensure the respect of the submission deadlines
  • Liaise with UNICEF headquarters and regional offices to update and maintain donor reporting guidance, agreed formats and Standard Operating Procedure (SOP), based on global guidance and office needs.
  • Support in making sure the Resource Mobilization Strategy recommendations are considered in donor reports and effectively implemented Quality review of results reporting against logframes using data analytics, ensuring that information provided is accurate, informative and based upon submitted proposals.
  • Act as the backup and as Officer in Charge in case of the absence of the Partnership Specialist.

Networking and partnership building

  • Build and sustain effective close working partnerships with government counterparts, national stakeholders, UN agencies and development partners through active sharing of information and knowledge on program implementation and reporting.

Frequency of Report: Monthly

The consultant will have a set of deliverables established against the UNICEF systems as per the timetable for donor and humanitarian reporting. 100% of donor reports due in the month are submitted with the appropriate level of quality

Estimated duration of contract and Tentative Dates

Duration: 6 months

Dates: 1st October 2023

Terms of Payment

UNICEF will make the payment against the established deliverables. The terms of payment will take into account factors out of the consultants’ control given that these deliverables are dependent upon a range of stakeholders internal and external to UNICEF.

The consultancy will be paid for 6 months within the period of 01 October 2023 –31 March 2024.

Candidates should submit a financial proposal for the assignment, outlining all-inclusive fees (including professional fees, other professional expenses etc.).

The agreed fee for 6 months will be paid to the consultant in six installments (and based on the reports frequency) on receipt of the agreed deliverables as below:

  • September reports (1 report and follow up on feedback from donors) submitted on time with good quality (5%of the agreed payment)
  • October reports (2 reports and follow up on feedback from donors) submitted on time with good quality(10%of the agreed payment)
  • November reports (3 reports and follow up on feedback from donors) submitted on time with good quality (15%of the agreed payment)
  • December reports (6 reports and follow up on feedback from donors) submitted on time with good quality- share a briefing email with the next quarter reports (30%of the agreed payment)
  • January reports (2 reports and follow up on feedback from donors) submitted on time with good quality (10%of the agreed payment)
  • February reports (6 reports and follow up on feedback from donors) submitted on time with good quality the preparation of March reports (30%of the agreed payment)

Duty Station: Jerusalem, State of Palestine

Official Travel Involved: In-country travel to Gaza may be required.

Resources:

UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines.

General Conditions

  • Under the consultancy agreements, a month is defined as 21 working days, and fees are prorated accordingly. Consultants are not paid for weekends or public holidays.
  • Consultants are not entitled to payment of overtime. All remuneration must be within the contract agreement.
  • Consultant are not entitled to annual leave.
  • No contract may commence unless the contract is signed by both UNICEF and the consultant or Contractor.
  • Signed contracts must be sent by fax or email. Signed contract copy or written agreement must be received by the office before Travel Authorization is issued.
  • No consultant may travel without a signed travel authorization prior to the commencement of the journey to the duty station.
  • Unless authorized, UNICEF will buy the tickets of the consultant. In exceptional cases, the consultant may be authorized to buy their travel tickets and shall be reimbursed at the “most economical and direct route” but this must be agreed to beforehand.
  • Consultants to complete the basic and advanced security course and submit certificates to UNICEF before any travel is undertaken;
  • Consultants will not have supervisory responsibilities or authority on UNICEF budget.
  • Consultant will be required to sign the Health statement for consultants/Individual contractor prior to taking up the assignment, and to provide documentary evidence of health insurance coverage, including Medical Evacuation.
  • The Form 'Designation, change or revocation of beneficiary' must be completed by the consultant upon arrival, at the HR Section.

To qualify as a Champion for every child you will have:

  • Advanced University degree in humanities, business administration, public relations, strategic management, social science with at least 2-3 years of relevant experience in building relations with donors and in the humanitarian field.
  • Minimum two years of professional experience in development, technical writing and/ or policy analysis.
  • Experience in international development and humanitarian interventions is an asset.
  • Active previous involvement in a humanitarian crisis response programme preferred.
  • Fluency in English required to be have high-quality written English for both drafting and editing. Additional UN language(s) considered an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
