Global pandemic of COVID-19 created significant needs in the area of awareness raising and risk communication, strengthening infection prevention and control within healthcare facilities, capacity building of healthcare workers, supporting healthcare system in maintaining essential maternal and child health services, etc. The upcoming deployment of COVID-19 and related assessment and upgrade of country’s cold chain system also requires support from UNICEF side. In addition, recent conflict affected significant territories around and far from conflict zone, putting additional burden and calls on healthcare system, as well as on UNICEF in helping to address those needs.

Considering all ongoing activities and projects and upcoming vaccination campaign, cold chain supply procurement, and simultaneous implementation and expansion of humanitarian support in conflict affected districts, UNICEF Country Office will engage additional human resource for coordination, implementation and monitoring of ongoing and upcoming activities related to both COVID-19 pandemic and conflict emergency.

How can you make a difference?

Main purpose it to support Health and Nutrition Programme of UNICEF Azerbaijan Country Office in coordination, implementation and monitoring of humanitarian assistance activities and COVID-19 related projects, including procurement of relevant supplies.

Major tasks:

Support programme in coordination, implementation and monitoring of humanitarian assistance the baby-friendly room initiative and other interventions in the conflict-affected districts of the country, including

- Organization of relevant trainings, support to strengthening provision of services, procurement of relevant supplies, etc.

- Coordination of these activities with partners at technical level and with other UNICEF programmes and activities

- Preparation of necessary programme documents, reports and documentation of humanitarian assistance activities

Support for implementation and monitoring of COVID-19 related projects under Health and Nutrition Programme

- Support on management and follow-ups of COVID-19 cold chain procurement

Monitoring of vaccine deployment

- Support on communication for vaccine demand creation together with partners and UNICEF Country Office colleagues.

Preparation of relevant documents, progress reports, organization of meetings, documentation of projects and other support based on needs.

****Timeframe: 15 January 2021 – 15 June 2021 with possibility of extension.****

The consultant will be expected to travel to districts identified for projects’ implementation for actual implementation, coordination of programme activities, monitoring and quality assurance support. UN approved regular DSA rate will be applied for travels.

Supervision and working environment:

The consultant will be directly supervised by the Health and Nutrition Officer of UNICEF Azerbaijan Country Office with overall supervision of the Deputy Representative.

The consultant will work full time in UNICEF Azerbaijan Office with 40 work hours per week. A working space will be provided by the office. Considering the current outbreak of COVID-19, teleworking modality may be applied based on the overall office arrangement.

Mandatory training:

All consultants regardless of contract duration must complete the applicable mandatory training. The link to these online training will be provided during the selection process for the successful candidates.

To qualify as an advocate for every child you will have…

  • A university degree in one of the following fields is required: public health, education, nutrition, administration, economics, psychology, sociology, human development, child development, family studies or another relevant technical field;
  • Minimum 3 years of work experience in the development sector, including experience in programme planning, management, and/or research in health, public health, social science or education. Background or previous experience in public health, health care management or education management projects with UN and international organizations would be an asset;
  • Fluent in English communication, writing and analytical skills;
  • Excellent Azerbaijani communication, writing and analytical skills;
  • Ability to work in a team with tight deadlines;
  • Ability to manage multiple tasks simultaneously;
  • Ability to work and communicate with government officials, familiarity with government work processes, mandates and agenda;
  • Familiarity with UNICEF’s mission and mandate.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
