Background:

Gender-based violence (GBV) is the most pervasive, yet least visible, human rights violation in the world. The mandate of the OSCE Mission to Moldova (MtM) is to facilitate a comprehensive and lasting political settlement of the Transdniestrian conflict in all its aspects, including through the provision of support for Moldova in the effective observance of international obligations and commitments regarding human and minority rights.

This year, the Mission’s UB Project “Ending gender-based-violence by adopting a comprehensive coordinated approach on both banks of the Dniester/Nistru” foresees an impact evaluation of the past five years of the OSCE Mission’s work in the areas of gender-based violence, including domestic violence and human trafficking issues. As these two main components have been merged into gender-based violence, the impact evaluation will also provide recommendations for future engagement in this field by outlining OSCE’s comparative advantage and developing a roadmap. In order to appraise the project’s results from the last five years and to develop a roadmap for upcoming years, the OSCE Mission to Moldova will commission an independent evaluation. The evaluation will be conducted by a team consisting of one national and one international independent evaluator.

Using this momentum, the OSCE Mission to Moldova is looking for a national independent expert to contribute to the impact evaluation following OECD’s five DAC criteria for evaluating projects implementation on gender-based violence component with focus on trafficking in human beings and domestic violence issues.

In order to ensure an impartial evaluation and to avoid conflict of interest, the evaluator needs to be independent, which means they should not have been involved in any way in the design or implementation of the Human Rights Programme’s projects on prevention and combating gender-based violence, trafficking in human beings and domestic violence.

Tasks and Responsibilities:

The Expert works under the direct supervision and in support of the Human Rights Programme Manager, the incumbent will discharge the following tasks and responsibilities:

  • supporting the international evaluator in preparing the main deliverables listed below and facilitating contacts for the interviews and focus-group discussions;
  • advising about the national context, including legal and institutional mechanisms on gender-based violence, including domestic violence and trafficking in human beings;
  • preparing list of interviewers and contribute to the development of the evaluation tools, permanent communication with the international evaluator and stakeholders, preparing a preliminary agenda;
  • preparing paper with analysis of documents and secondary data;
  • contributing to the inception report (one page to highlight any issues, preliminary understanding and findings);
  • facilitating and participating at interviews, conducting focus groups with DV survivors and collecting data;
  • providing preliminary understanding and findings to the international evaluator (a brief report to highlight the main issues);
  • in close co-operation with the International evaluator developing the impact evaluation report and roadmap

Duration of Assignment:

The duration of the consultancies will depend on the specific projects/activities

Necessary Qualifications:

  • Advanced degree in law, social sciences or other related field complimented through work experience or degree in monitoring and evaluation field;
  • Experience with evaluation of technical assistance/development programs delivered by international organizations, government structures or agencies;
  • Extensive work experience (more than six years) in design, monitoring and evaluation projects/ programmes/policies, including research and desk reviews;
  • Extensive experience in writing analytical papers, reports, assessment reports and other documents;
  • Extensive knowledge of the international and national context, as well as institutional frameworks and standards on combating trafficking in human beings, domestic violence and other forms of abuse and exploitation;
  • Knowledge about the human rights issues, including trafficking in human beings and domestic violence in Transdniestria. Previous experience on working with local NGOs from the left bank is an asset;
  • Excellent communication skills, demonstrated analytical skills as well as maturity of judgment;
  • Demonstrate gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Very strong analytical and writing skills;
  • Strategic thinking;
  • Excellent written and spoken English, Russian and Romanian;
  • Excellent and constructive communication skills;
  • Very dedicated to work undertaken;
  • Self-disciplined and responsible to deadlines;
  • Good PC skills, ability to use the Internet
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
