How can you make a difference?

Supports the UNICEF Country Office to establish a humanitarian performance monitoring system that is functional and informs UNICEF decision-making as well as supporting resource mobilization and external reporting on progress. Specifically, the position will support the Country Office in adapting and applying the minimum UNICEF Humanitarian PM tools and approaches to the country context based on the humanitarian situation and the country's capacity.

Main responsibilities and tasks:

Supporting the introduction of Humanitarian Performance Monitoring (HPM), specifically through the adaption and application of the UNICEF Humanitarian Performance Monitoring tools and approaches. This may include:

  • Supporting the production of a Results Framework (either from a sudden onset Country Response Plan, or an existing Country Integrated Monitoring and Evaluation Plan)
  • Support monitoring of Programme supply inputs within the wider framework of projected results for the affected population
  • Working with UNICEF program sections – prioritize key performance indicators for monitoring throughout the humanitarian situation and including into UNICEF Programme Cooperation Agreements as necessary
  • Supporting regular field monitoring visits to UNICEF projects. This may require contracting and managing additional monitoring capacity (i.e. organization or staff).
  • Supporting the regular assessment of UNICEF performance in Cluster Coordination where the country office is the Cluster Lead Agency
  • Support UNICEF-led clusters in developing/agreeing priority indicators to monitor sector coverage and inform mapping of any gaps
  • Supporting production/format of CO SitRep with the inclusion of prioritized performance indicators

To qualify as an advocate for every child you will have…

  • University degree in a relevant subject (Social Science, Public Administration, Political Affairs, Statistics)
  • A minimum of 2 years experience with either the UN and/or NGO
  • Ability to persuade and influence, negotiate to obtain agreement, and promote ideas.

  • Ability to network and establish good relations with staff, partners, and government.

  • Resourcefulness, flexibility, and the ability to prioritize large amounts of work while under pressure.

  • Good analytical, facilitation, communication, and presentation skills.
  • Politically and culturally sensitive, awareness of gender issues, with qualities of patience, tact and diplomacy.
  • Fluency (verbal and written) in English and Tajik is required. Fluency in Russian will be an additional asset.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
