Background

Duties and Responsibilities

Under the Supervision of the Operations Manager but will work closely with the Operations Associate, the Consultant will provide HR and administrative support for recruitment processes including filing to ensure that the PNG CO, receives the correct technical HR and Admin support in executing timely short-term recruitments and ensuring documents are processed, filed and archived in-line with UN Women’s policy.

Objectives of the assignment

The Consultant will be providing the following services:

  • Provision of support to the recruitment and selection processes including preparation of vacancy announcements, screening candidates, coordination and facilitating of panel interviews;
  • Provision of guidance to hiring managers on recruitment processes;
  • Preparation of interview panel summary reports and documentation for submission to review bodies;
  • Conduct reference checks and other assessment tools to assist in the selection of candidates;
  • Coordination and collaboration with Operations Associate on recruitment activities;
  • Maintenance of recruitment related data and files for management planning
  • Support in the preparation of Office learning plan and individual learning plans for 2022;

Duration of the assignment

The duration of this assignment will be for 2 months and work must begin from 23 May 2022 upon signing of the contract. The contract can be extended further based on the requirement, availability of fund and performance of the candidate.

Expected Deliverables

The following deliverables are expected from the Consultant to deliver within the approximate timelines.

The payment for each deliverable will be made upon the approval of UN Women of a FINAL version of the respective deliverable.

All the documents and materials utilized need to be returned to UN Women in electronic format. Any printed materials utilized to be referenced and returned. All materials are property of UN Women.

UN Women will provide a desktop and copies of all relevant documentation in electronic / hard copy to the consultant and will access the UN Women office for printing/scanning of relevant documents during the assignment.

Submission package:

  1. Cover letter explaining the suitability of the consultant: applicants are encouraged to address experience and qualifications listed in the ‘criteria for technical evaluation’.
  2. Curriculum Vitae (CV) of Consultant including references.
  3. Personal History Form (P-11 Form).
  4. Copies of certified academic certifications.
  5. Financial proposal with total lump sum quotation based on professional daily fees. Payment will be made upon certification by the designated official that stated deliverables have been achieved.

Applications without a complete financial proposal will be treated as incomplete and will not be considered for further assessment. UN Women reserves the right to accept or reject any bid.

The procurement process will be governed by the rules and regulations of the United Nations Entity for Gender Equality and the Empowerment of Women (UN Women).

Required Skills and Experience

Education :

  • Completion of Diploma or intermediate level education is required.
  • Bachelor’s degree in HR, Business or Public Administration is an asset.

Experience:

  • Minimum three years of relevant experience in office administration and/or human resource management;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and experience in handling of web-based management system.

Language Requirements:

  • Fluency in oral and written English is required;
  • Ability to speak Tok Pisin is an asset;
  • Working knowledge of another local language is an asset.
  • Computer literacy and ability to effectively us office technology equipment, IT tools, ability to use Internet and email.
